Tashkent, Uzbekistan (UzDaily.com) -- At the fiftieth plenary meeting of the Senate, the implementation of “road maps” in 2023 aimed at the socio-economic development of the territories of Andijan region was discussed.
It was noted that as part of the implementation of the road maps, significant results have been achieved in the socio-economic development of the region, further improving the standard of living of the population, creating new jobs, ensuring employment for the population and developing entrepreneurship.
In particular, in 2023, the volume of gross regional product increased by 5.1%, in industry - by 7.3%, in agriculture - by 4%, in the service sector - by 11.3%, in construction - by 3, 2%. The volume of GRP per capita amounted to 20.3 million soums, and the growth rate was 2.8%.
As part of investment programs, more than 30,000 new jobs were created through projects. The region has received foreign direct investment worth US$802 million.
Under the program for the development of social and industrial infrastructure, 128 facilities were put into operation.
Practical assistance was provided to almost 91 thousand women included in the “women’s notebook” and more than 31 thousand young people included in the “youth notebook”.
At the meeting, the senators paid special attention to the issue of gainful employment of the population. It was noted that within the framework of the territorial employment program, 532 thousand people were employed through permanent, temporary and seasonal jobs; within the framework of the family entrepreneurship development program, based on the recommendations of assistant khokims, loan funds were allocated for more than 47.6 thousand projects.
At the same time, the senators noted some shortcomings in ensuring the implementation of “road maps” aimed at the socio-economic development of the territories, as well as problems awaiting solution.
In particular, there was low efficiency in performing certain tasks to involve entrepreneurs in empty buildings and land plots with the aim of creating new production and service facilities.
For more than 3 months, 28 empty government properties in cities and regions have been put up for auction, but the auction was declared invalid. In Asaka and Jalakuduk districts, 20% of land plots put up for auction were also not sold.
As part of the program for the development of family entrepreneurship in the Shahrikhan region, the balance of problem loans has increased compared to the beginning of the year.
Overdue debt of taxpayers to the budget increased in Balykchi, Jalakuduk, Markhamat and Khojaabad districts.
In Pakhtaabad, Bustan and Altynkul districts, quota jobs for people with disabilities are not effectively used.
In addition, the senators pointed out the shortcomings made in ensuring the implementation of tasks in the region for the further development of the service sector, working with low-power industrial enterprises, attracting investments, increasing export volumes, providing the population with housing, introducing water-saving technologies, and also made several proposals to eliminate them.
At the same time, the emphasis was placed on the issues of improving roads and infrastructure in areas with high tourism potential, increasing the responsibility of leaders of the economic complex in ensuring the stability of local budget revenues, and the widespread use of a subsidy mechanism to ensure the employment of women.
Following the discussion, a corresponding Senate resolution was adopted.
