The first meeting of the Council of Chairmen of the Supreme (Higher) Courts of the CIS Member States was held

Tashkent, Uzbekistan (UzDaily.com) -- Today, Chairman of the Supreme Court of the Republic of Uzbekistan B. Islamov took part in the organizational meeting of the Council of Chairmen of the Supreme (higher) courts of the CIS member states. The meeting of the Council of Chairmen of the Supreme (Higher) Courts of the CIS Member States was held on February 20 via videoconferencing.

The meeting was attended by representatives of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, the Economic Court and the Commonwealth Executive Committee. This was reported by the press service of the CIS Executive Committee.

The meeting was opened by the CIS Secretary General Sergei Lebedev. He noted that for the first time the initiative to create the Council was announced by the Belarusian side in 2015. The result of joint work on its implementation was the conclusion of the relevant Agreement, which entered into force on November 26, 2022.

“The adopted Agreement creates all the conditions for expanding judicial cooperation within the CIS. The envisaged areas of activity and functions of the Council are formulated in such a way as to make its work as applied as possible, to endow it with competence that will allow not only discussing emerging problems, but also taking measures to resolve them,” Sergei Lebedev believes.

According to him, against the background of other integration associations, the Commonwealth of Independent States is distinguished by the coverage of almost all spheres of interstate relations, the diversity and flexibility of the formats of cooperation used. Within the framework of the CIS, 66 sectoral bodies have been created, through which practical interaction between states is ensured in various areas of joint activity, the implementation of adopted documents is coordinated, and new projects are developed.

“We hope that the Council of Chairmen will be actively involved in this work. Such an instrument of multilateral cooperation will allow you, dear members of the Council, to develop coordinated positions on legal issues and effectively solve the problems facing the judiciary of the Commonwealth states, exchange information on national legislation and judicial practice of applying international treaties on legal assistance and legal relations at the national level. - said the Secretary General of the CIS.

Sergei Lebedev also stressed that all conditions have been created in the Commonwealth space for regular contacts between chairmen of the supreme courts, both on a bilateral and multilateral basis, including in the framework of relations with other regional organizations (for example, the SCO, the EAEU), all this will contribute to more effective discussion and dissemination of experience in the administration of justice.

During the meeting, the chairman of the Council was approved. The chairman of the Cassation Court of the Republic of Armenia, Lilit Tadevosyan, became the winner. The chairman of the Supreme Court of the Republic of Belarus Valentin Sukalo became the co-chairman.

In addition, the meeting participants approved the Regulations of the Council, the candidacies of the head of the secretariat (secretary) of the Council and his deputy, supported the initiative to give the status of the base organization of the CIS countries in the field of training, retraining and advanced training of personnel for the judiciary to the Russian State University of Justice. In this regard, the CIS Executive Committee, together with the Supreme Court of the Russian Federation and the Russian State University of Justice, was invited to develop a draft Regulation on the basic organization, organize its coordination with the states for submission to the supreme bodies of the Commonwealth.

It is planned that the next meeting of the Council of Chairmen of the Supreme (Higher) Courts will be held in 2024 in Yerevan.
