Tashkent, Uzbekistan (UzDaily.com) –– The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan on measures to create youth technology parks in the regions of the republic was adopted on 22 May 2020.

According to the document, the Ministry of Innovative Development of the Republic of Uzbekistan, the Youth Union of Uzbekistan, the Council of Ministers of the Republic of Karakalpakstan and regional khokimiyats will gradually create Youth technology parks in each region of the country.

The main objectives of technology parks:

- development of the activities of the Youth Academy in the regions, increasing the intellectual, scientific and creative potential of youth in cooperation with local executive authorities, educational institutions, scientific organizations and regional centers for technology and innovation support;

- creating the necessary conditions for talented, entrepreneurial youth in the regions with the aim of demonstrating their intellectual potential and social adaptation, its involvement in research and innovation;

- building up the innovative potential of the regions through the development of youth “startup” projects and the creation of a single platform for their implementation;

- training qualified personnel that meet modern requirements, as well as deepening the integration of science, education and industry in order to provide regions with high-quality, high-tech products and services;

- assistance to talented youth in continuing education in prestigious research centers, universities, technology parks and industrial organizations of developed countries;

- organization of trainings and master classes with the participation of representatives of leading companies, qualified specialists and experts, as well as scientific and technical conferences, seminars, trainings and master classes to develop practical skills among young people and establish innovative corporate relations with manufacturers;

- selection of projects in relevant areas proposed by talented youth, and their orientation to the competitions on thematic grants announced by the Ministry of Innovative Development of the Republic of Uzbekistan.

Technoparks are a legal entity established by the Ministry of Innovative Development of the Republic of Uzbekistan in the form of a limited liability company. Their activities are coordinated by the Academy of Youth under the Ministry of Innovative Development of the Republic of Uzbekistan.

The decision on granting resident status to technology parks and their subsequent registration is taken by the Ministry of Innovative Development of the Republic of Uzbekistan.

Sources of financing the technology park:

- funds from economic and entrepreneurial activities;

- grants from international financial institutions, foreign and donor organizations;

- extrabudgetary funds of the Ministry of innovative development of the Republic of Uzbekistan;

- funds of the Gifted Youth Support Fund of the Academy of Youth under the Ministry of Innovative Development of the Republic of Uzbekistan;

- funds of the Fund for Supporting Innovative Development and Innovative Ideas;

- sponsorship donations of individuals and legal entities, including non-residents of the Republic of Uzbekistan;

- other sources not prohibited by law.

The construction and reconstruction of buildings and structures of industrial parks and the costs of strengthening their material and technical base, as well as equipping with modern equipment, are carried out at the expense of the Fund for Supporting Innovative Development and Innovative Ideas.

A procedure will be introduced for granting resident status to the Yashnabad Innovation Technopark, the Khorezm Innovation Technopark, the Center for Advanced Technologies under the Ministry of Innovative Development of the Republic of Uzbekistan for business entities that have developed high-tech and economically attractive innovative products and services in technology parks.
