The activity of impound stations to be streamlined in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Deputies of the Legislative Chamber of the Oliy Majlis, during regular meetings with voters on the ground, listen to citizens’ appeals, study accumulated issues, find solutions to eliminate shortcomings, generalize and analyze systemic problems. Since one of the types of parliamentary control is the systematization, analysis of the problem and sending a parliamentary request to the heads of ministries and departments on emerging issues related to the search for solutions.

So, for example, often during meetings, voters raise the issue of improving the procedure for the delivery, placement and storage of vehicles detained for violations of the law in parking lots. What is the reason? The fact is that on the ground there are cases when the owner of a vehicle who has committed an offense, even having paid the fine and the amount for storing the car after delivering it to the impound lot, wanders around the authorities for a long time in order to get his property back. Since, in addition to receipts, the owner of the car must take from an authorized official a written permission to issue a vehicle placed in a car impound. This in turn leads to unnecessary paperwork. This was reported by the press service of the Legislative Chamber of the Oliy Majlis.

Members of the Committee on Defense and Security of the Legislative Chamber of the Oliy Majlis have been studying the implementation of regulatory legal acts in the field of vehicle storage for several months. In particular, the activities of parking lots in Fergana, Andijan, Samarkand regions, where a number of shortcomings and problems were identified.

According to the resolution of the Cabinet of Ministers from 25 May 2011, such requirements are imposed on the places of storage of vehicles as the presence of a hard surface, lighting, garbage containers, storm sewers, fire fighting equipment, mandatory fencing of the territory with a height of at least 2 meters, mandatory equipment with tow trucks, tow ropes, entrance and exit gates. Legal entities providing vehicle security services must have a cash register with fiscal memory and a settlement terminal for accepting payments from plastic cards.

During the study, it turned out that the parking did not meet these requirements. It was also noted that at different parking lots for the same time spent by the vehicle, a different amount of payment was set.

Based on the results of the studies, a parliamentary request was prepared and sent to the government. As noted, in response to a parliamentary inquiry, a working group was created in the Cabinet of Ministers, which also studied the state of implementation of legislation on the storage of vehicles in impound yards.

The working group also found out that none of the 295 impounded parking lots currently in operation meets the requirements of the law. All active penalty stations have been given time to eliminate deficiencies and properly staff the penalty area according to the approved requirements.

Based on the results of the study of the government, it was decided to adopt a new government decree on impounded parking within one month.

In particular, it is proposed to create an information system "Penal parking", which will work in "real time".

Now the registration of incoming and outgoing vehicles, payment of fines and impound parking services, obtaining permission from an authorized traffic safety officer to leave the impound lot after paying the fine and impound parking services will be carried out electronically. A fixed amount of payment for the parking lot will also be determined.

Also, in response to a parliamentary request, the government undertook to provide additional information on the work done in the field of streamlining the activities of impound stations until 1 July 2023.
