Tasks for reforming the drinking water supply sector in Uzbekistan have been identified

Tashkent, Uzbekistan (UzDaily.com) -- Presidential Resolution “On additional measures to further improve the drinking water supply and sewerage system” was adopted.

The priority tasks of the phased reform of the drinking water supply and wastewater disposal sector have been identified, in particular:

introduction of an effective drinking water metering system, complete installation of water metering devices and reduction of losses, digitalization of the sphere, ensuring the provision of uninterrupted, high-quality and safe services;

radical improvement of the corporate governance system, independent performance of financial and economic functions by organizations of the system;

widespread introduction of the principles of public-private partnership in the processes of distribution of drinking water and attraction of private investment in the field, etc.

On the basis of JSC “Ozsuvtaminot” and the enterprises included in its composition, the following joint stock companies will be created in certain areas by 1 April 2024:

regional main water supply organizations in the form of a joint stock company - for the production of drinking water, its supply through main networks, the development and maintenance of the operation of water bodies associated with water production and main networks;

regional drinking water supply organizations in Karakalpakstan, regions and the city of Tashkent in the form of a joint stock company - to provide water supply services to consumers through drinking water supply networks and (or) transport, wastewater disposal, as well as the development and operation of relevant networks and sewerage systems.

From 1 January 2024:

tariffs for drinking water supply services and wastewater disposal are formed based on the amount of costs included in the cost of production, current costs, costs for the development and modernization of system facilities, financial costs, taxes (except for taxes for excess technological costs and water losses) and other mandatory payments, as well as expenses for maintaining JSC “Uzsuvtaminot”;

When designing new facilities and drinking water supply and sewerage systems under construction, a requirement is established to take into account the degree of complete coverage of the relevant territory.

From 1 July 2024, as an experiment, drinking and waste water supply in the cities of Kagan, Shirin, Yangier, Bekobod and Yangiyul will be transferred to the private sector on the basis of public-private partnership.

The document approved:

"Road map" for improving the drinking water supply and sewerage system;

Mechanisms for the reorganization of individual business companies and enterprises that are part of JSC “Uzsuvtaminot”;

Program for improving drinking water supply to mahallas of the republic with hard-to-reach drinking water supply in 2024-2026;

Program of measures for laying drinking water supply networks to households in the regions of the republic in 2024-2026;

List of settlements in which drinking water supply is being established through the provision of state social orders in 2024-2026;

Schedule for installation of drinking water meters to consumers in 2024-2026;

Schedule for the installation of solar panels at the facilities of enterprises of the Uzsuvtaminot JSC system in 2024, etc.
