Tashkent hosts seminar on learning practice of establishment of OSS
Tashkent, Uzbekistan (UzDaily.com) -- Republican practical seminar was conducted at Sergeli district to learn practice of establishment of One-Stop-Shop (OSS) for administrative services. OSS provides key administrative services in accessible, fair, transparent and effective way for the whole population using the wide application of modern IT.

More than 70 people participated in the seminar from Tashkent city Khokimiyat, Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats, Uzbek Agency for Informatization and Computerization, Chamber of Commerce and Industry of the Republic of Uzbekistan, United Nations Development Programme in Uzbekistan and Heads of regional Chamber of Commerce and Industry of the Republic of Uzbekistan departments.

According to the Deputy Resident Representative of United Nations Development Programme in Uzbekistan Ms. Nato Alhazishvili, UNDP supports Government efforts in public administration reforms through implementation of number of projects including those related to the promotion of ICT and, hence, pays great attention to the pilot OSS for administrative services in Sergeli district of Tashkent city. OSS concept is not new in the world and UNDP successfully implemented similar initiatives in other countries. There are good examples of OSS implementation by international organizations and donors in such countries as Mongoliya, Viet Nam, Macedonia, Croatia, Bosnia and Herzegovina. Based on the best international practices and taking into account peculiarities of public administration and provision of administrative services in Uzbekistan this initiative was implemented in Sergeli district.

How OSS is established, what should draw attention while establishing OSS, which modern ICT technologies are applied while equipping OSS – these and other questions were raised during seminar, organized by Tashkent city khokimiyat jointly with United Nations Development Programme in Uzbekistan and Chamber of Commerce and Industry of the Republic of Uzbekistan.

This practice will be used in the future in the establishment of similar centres in the other districts of Tashkent as well as across the country.

It is important to note that OSS, established in April 2010 in the Sergeli district of the capital, is the initiative in its kind in Uzbekistan aimed at providing around 80 services (25 of which being interactive) by more than 10 state agencies. OSS implementation is not only providing wider access to administrative services, but also decreases bureaucracy and raises efficiency. OSS is equipped with more than 30 computers and 2 informational kiosks. Modern informational system allows quality tracking of citizens’ applications, whereas electronic queue management system allows effectively control crowd of visitors. The important OSS feature is that there all kinds of facilities for people with disabilities.

OSS is already active for 4 months and during this short period certain positive results are achieved. For instance, more than 5 thousand district inhabitants visited OSS, more than 90% of which were satisfied with the quality of provided services.

This initiative is taken within the framework of Government efforts to improve efficiency of government administration using information and communication technology as stipulated by the Resolution №181 dated 23.08.2007 “On further development steps of cooperation of the governmental and economic administration bodies, state administration in places with legal and physical persons with the use of information and communication technologies” and the Action Plan for the Country Programme for Uzbekistan for the period of 2010 - 2015, signed by the United Nations Development Programme in Uzbekistan and the Uzbek government.

The One-Stop-Shop is found in partnership of the Communication and Information Agency of Uzbekistan, Khokimiyat of Sergeli district of Tashkent, as well the United Nations Development Programme in Uzbekistan represented by the “Assisting the Government of Uzbekistan in the formulation and implementation of ICT for development policy” (ICTP).

Assisting the Government of Uzbekistan in the formulation and implementation of information and communication technologies for development policy” (“ICT Policy” - ICTP) project is a joint initiative of the United Nations Development Programme (UNDP) and the Government of Uzbekistan. The project is aimed at the implementation of two specific, but at the same time, interrelated objectives: promotion and development of information and communication technologies (ICT) as a sector in Uzbekistan and facilitate usage of ICT by Government to achieve specific development goals. Within five broad directions, such as, strategic consultations, implementation of pilot initiatives, capacity building, awareness raising, public and private partnership.
