Tashkent hosts roundtable on budget process in Uzbekistan and Japan
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan hosted a roundtable titled “Issues on increasing efficiency of parliamentary control over execution of the state budget and use of the state resources: experience of Japan and Uzbekistan”.

The Committee of Legislative Chamber of Oliy Majlis on budget and economic reforms in cooperation with the Committee on budget of the Japanese parliament organized the event. It was attended by representatives of the state bodies, responsible for public finances, experts and scholars.

It was underlined that one of important direction of parliamentary activity is to adopt the State budget and control over its execution. The Uzbek parliament considers execution of the state budget each quarter and at the end of the year. Now, political parties and committees also consider implementation of the state budget at their sessions.

In democratic countries, the budget reflects policy of the state in management of economy and is forecast of the state incomes and expenses for upcoming year. With the budget, the government carries out its distributing and balancing function. So, the budget, being financial forecast of economic activities of the state, is a political document.

Joint work over the draft of the state budget of Uzbekistan, submitted to consideration of Oliy Majlis, is a tool for effective systems of checks and balances between branches of government, parliamentary control over the executive bodies of power. Therefore, the Legislative Chamber of the Oliy Majlis always pays special attention to this issue.

During the roundtable, the participants discussed conceptual issues of forming the state budget, targeted use of budget funds, place and role of parliament in budget process. The participants analyzed international experience of budget process, formation and execution of the state budget, including experience of Japan.

It was said that budget process is important mechanism, which determines social-economic development of the country. It was noted that the state budget is widely discussed at the Japanese parliament with participation of all parties.

The seminar also considered a draft of Budget Code of Uzbekistan and shared opinion on further improvement of the document. It was stated that adoption of the document will be important stage of further improving budget process in Uzbekistan. The participants discussed role and tasks of the MPs in improving parliamentary control over execution of the state budget and studied experience of Japan.

The participants of the roundtable agreed to continue similar dialogue between parliaments of Uzbekistan and Japan within the work of interparliamentary cooperation group “Uzbekistan-Japan”.

The recommendations were developed at the end of the roundtable.
