Tashkent hosts conference on protection of under ages’ rights
Tashkent, Uzbekistan (UzDaily.com) -- An international conference “Protecting rights, freedoms and interest of under ages: experience of Uzbekistan and Germany” was held at Legislative Chamber of Oliy Majlis of Uzbekistan.

The event was organized by National Human Rights Center of Uzbekistan, Committee of Legislative Chamber on democratic institutes, NGOs and citizens’ self-governing bodies and Friedrich Ebert Foundation.

Members of Legislative Chamber and Senate of Oliy Majlis of Uzbekistan, representatives of courts and law enforcement bodies, ministries and departments, civil society, lawyers and other took part at the event.

The main goal of the conference was to discuss issues of protecting rights of under ages in administration of justice, improvement mechanisms on implementation of international standards in activity of courts and law enforcement bodies, develop proposals on improving law-enforcement in preventing neglect and law violations among under ages.

Participants underlined that Uzbekistan created reliable legislative base for creation of civil society, socially oriented market economy, protection of human rights and freedoms. One of such priority directions of democratic modernization of the country is gradual democratization and liberalization of judicial legal system, directed at ensuring rule of law, reliable protection of human rights and freedoms.

It was said that new concept of building and reforming of judicial-legal system was introduced in Uzbekistan, and it is important part of forming legal state. In last five years, over 60 laws were adopted, which are directed at further reforming and liberalizing judicial-legal system in Uzbekistan.

Uzbekistan introduced Habeas Corpus, rules of Miranda, which are directed at full implementation of clauses of International pact on civil and political rights. The country reformed Bar Institute, improved execution of court decision, activity of prosecutors, which are directed at democratizing judicial-legal system. It was said that foreign experts underline that Uzbekistan create one of the most liberal criminal punishment system in the world.

The conference discussed issues of implementing and improving legislation on under ages, increasing efficiency of law enforcement by judicial and law enforcement bodies, participating of civil society in protection of under ages’ rights.

Participants also discussed issues of covering democratic reforms in judicial-legal system at mass media, familiarized with experience of Germany, developed proposals and recommendations on implementation of the Concept on further deepening democratic reforms and forming civil society in Uzbekistan.
