Subsidies are provided to employers who hire persons released from penitentiary institutions

Tashkent, Uzbekistan (UzDaily.com) -- A Government resolution "On additional measures to support and promote the employment of certain socially vulnerable categories of the population" was adopted.

According to the resolution, from 1 October 2023, employers hiring persons released from penitentiary institutions will be provided with a one-time subsidy in the amount of 3 sizes of basic estimated value (990 thousand soums) for each person who continued to work after 3 months from the date of employment.

The new norm is not apply for budget organizations, state enterprises, legal entities with a state share of 50 percent or more in the authorized (stock) capital.

Until 1 January 2025, a system will be introduced for the return of personal income tax paid to business entities from the income of persons released from penitentiary institutions in the form of wages in the controlled (probationary) period.

Also, from 1 October 2023, the following will be launched:

training in professional and entrepreneurial skills of persons released from penitentiary institutions in mono-centers and vocational training centers "Ishga Marhamat";

a system of employment of persons released from penitentiary institutions to available free (vacant) and reserved jobs in organizations.

The resolution adopted the Regulations on the procedure for providing subsidies at the expense of the State Employment Promotion Fund to employers who employ persons released from penitentiary institutions.

Accordingly, in order to receive a subsidy for persons released from penitentiary institutions and continuing their labor activity after 3 months from the date of employment, employers submit an application in writing to the district (city) departments for poverty reduction and employment promotion or apply to the SPSI.
