Student dormitories for 6,400 places to be put into operation in Uzbekistan, and by the end of the year - for 18,000 places

Tashkent, Uzbekistan (UzDaily.com) -- Projects are being implemented in Uzbekistan to build 83 student dormitories for 38,000 beds. 

In particular, the necessary funds were allocated under the investment program for the construction of 50 student dormitories for 23,494 places on the basis of public-private partnerships, 21 student dormitories for 10,660 places at the expense of university and budget funds and completely own funds of universities.

In accordance with Presidential Decree, the task was set to put into operation student hostels for 18 thousand places in the republic by the end of 2023.

As of 1 July 2023, 12 student dormitories for 4702 places were put into operation. Currently, construction of 51 student hostels for 24,394 places is underway.

In September of this year, that is, before the start of the new academic year, 11 student hostels for 6,400 places will be put into operation.

In the city of Tashkent, construction and repair work will be completed in 3 student dormitories for 1800 places (one dormitory for 400 places at the National University of Uzbekistan, one for 800 places at the Tashkent State Technical University and one dormitory for 600 places at the Tashkent Medical Academy).

In accordance with the instructions, student hostels for 18,000 beds specified in the State Program will be fully commissioned by the end of the year.

Currently, 48,976 students (30 percent) are in need of housing, and they are forced to live in private apartments on a rental basis.

When communicating with these students through tutors, 23 thousand 774 students (students of 2, 3, 4 courses) reported that they live in rented apartments in Tashkent. That is, most of them kept the rental houses they lived in or booked them in advance.

At the same time, 25,202 students need to live in rented apartments (they do not have a place in a hostel, they do not have their own house, a close relative, the issue of rented housing has not been resolved).

Based on these data, the search for free rental apartments was carried out jointly with the chairmen of mahallas with the full involvement of all tutors in universities.

Address lists of 8,438 rental apartments were compiled after individual interviews with landlords. According to calculations, 24,254 students can be accommodated in these apartments. At the moment, work continues to find additional rental houses for the remaining 948 students.

Also, in cooperation with the khokimiyat of the city of Tashkent, it is planned to repair and equip free rented apartments. An address list of currently available rental apartments is sent to all students. Reimbursement of part of the rent to students living in rented apartments will continue in the current order.

At the same time, a part of the monthly rent for students, regardless of the amount of the lease agreement, in the city of Tashkent is one-time basic estimated value (330 thousand soums), in other regions - half the amount of the BRV (165 thousand soums).

According to this order, in the new academic year, students will be accommodated in renovated and vacated rental apartments, and at the end of the entrance exams, that is, on August 20, students will have clear information about where they can live.

To date, information kiosks for rented housing have been created by authorized persons of universities that cannot fully cover students with dormitories.

In the 2023/2024 academic year, the procedure for placing 1st year students of state higher educational institutions in dormitories will be carried out on the basis of the requirements of the administrative regulations.

At the same time, placement in student dormitories of state higher educational institutions will be carried out only by submitting an electronic application through the centers of public services and (or) the Unified Portal of Interactive Public Services and will allow students to follow the queue online and the possibility of making payments will be created.

Accommodation of undergraduates in student dormitories will be carried out traditionally for the 2023/2024 academic year. In this case, the higher education institution submits an application for placement in a student residence to the student housing commission by 30 July 2023.

From the 2024/2025 academic year, accommodation in a hostel of a state university for students of all courses will be carried out online. At the same time, it will be possible to apply for accommodation in a student hostel every year from 1 August until the end of the academic year.

The issue of full accommodation of students in a hostel will be provided in higher educational institutions such as Karshi State University, Namangan Engineering and Technology Institute, Namangan State Pedagogical Institute, Andijan State Institute of Foreign Languages, Financial Institute.

In accordance with the regulations, certain categories of students will be admitted to the hostel on a priority basis. Among them:

pupils of Mehribonlik houses, orphans and students deprived of parental care;

children from families included in the "Unified Register of Social Protection", as well as "iron", "women’s" or "youth" notebooks;

students with I and II disability groups;

children from the same family studying full-time on the basis of two or more contracts;

students-winners of international and republican subject Olympiads held by the Ministry of Higher Education, Science and Innovations;

Students who won at the republican stage of the competitions "Student of the Year" and "Student Theater Studios";

students who won the republican stage of the intellectual game "Zakovat", held among students of higher educational institutions; students who are chairmen of the student council or seniors on the floor in the student dormitory.

A draft resolution of the Cabinet of Ministers has been developed in order to introduce a transparent and efficient system for providing housing to students.

In accordance with the document, students will be placed in a hostel based on priority and a general listing criterion on a first-come, first-served basis.

Students meeting one of the following criteria will be included in the preferential list:

a) on the basis of relevant supporting information:

children from families (women) in need of social protection, the “Unified Register of Social Protection”, as well as “iron”, “female” notebooks;

Students included in the "Register of Youth", pupils of "Mehribonlik Houses", orphans and students deprived of parental care;

Students with 1 and 2 disability groups;

students who are citizens of a foreign state;

b) on the basis of the order of the rector (director) of a higher educational institution:

students-winners of international and republican subject Olympiads held by the Ministry;

Winners of the republican stage of the intellectual games "Zakovat";

Winners of the republican stage of the contest "Student of the Year";

Winners of the Republican stage of the competition "Student Theater Studios";

students who are the chairman of the student council, senior on the floor in the student dormitory.

Students who will be included in the general register are placed in student dormitories in the following sequence:

children of a family studying for a full-time bachelor’s degree on the basis of two or more paid contracts in one family;

students in full-time education (students in another form of education are not allowed to move into the hostel without full provision of housing for full-time students);

female students (this priority share is determined by the rector (director) of the university based on the contingent of students);

students studying at the undergraduate level (students studying in the direction of master’s and doctoral studies who need a hostel are not placed in a student hostel until the students who need a hostel from among the students studying in the direction of a bachelor’s degree are fully covered);

students permanently residing in a region other than the region where the higher educational institution is located; based on the filing date of the application in order of priority.
