Tashkent, Uzbekistan (UzDaily.uz ) – From 1 September  2023, the following are identified in Uzbekistan:

- structures arbitrarily built in public areas (on staircases, attics and in public canteens) of apartment buildings classified in categories III–IV for seismic safety, located in seismically active zones of the republic;

- changes arbitrarily made to the structures of apartment buildings, including basements and ground floors, affecting their earthquake resistance.

According to the revealed illegal circumstances, measures are taken in accordance with the legislation. 

Permission to start construction work on changing the design of objects under construction or operating, classified in categories II–IV for seismic safety (changing the number of floors, construction of extensions, adding a floor) is granted only after re-examination of the modified urban planning documentation of the project and obtaining a positive conclusion.

From 1 June 2023:

the development of design documentation for buildings and structures classified in category IV for seismic safety is carried out by design and survey organizations that have category "C" and higher in the Electronic rating of design and survey organizations; 

construction works on buildings and structures classified in categories III–IV for seismic safety are carried out by construction contractors having the category "CCC" and higher (including all categories of types "A" and "B") in the Electronic rating of construction contractors.

From 1 October 2023, the procedure for certification of specialists engaged in the development and examination of project documentation, construction and installation works and control functions for buildings and structures of II-IV categories of seismic safety will be introduced.

From 1 January 2024, the implementation of state control measures, technical control of the customer, author’s control of the developer and internal control of the contractor by specialists with special knowledge and a certificate in the relevant areas will be put into practice.

It is mandatory to enter the following information about events into the National Information System "Transparent Construction" and ensure openness to the public:

state control over construction facilities;

technical control of the customer; 

developer’s control; 

contractor’s internal control; 

as well as the shortcomings and miscalculations identified in them;

information about their elimination.
