STC: Gaps in databases will be eliminated

Tashkent, Uzbekistan (UzDaily.com) -- Recently, complaints from the population about failures in the work of the database of cadastral and tax authorities have become more frequent in social networks. Users write that when paying property tax and land tax, they are credited with other people's houses and apartments, which also need to be paid.

The comments also indicate that "the problem is solved by phone: after a call to the tax office with a request to remove someone else's property, the system stops attributing" extra "houses to the taxpayer."

In this regard, the State Tax Committee reports the following:

In accordance with Articles 420 and 435 of the Tax Code, the value of the cadastre of taxable items and the area of land plots determined by the state registration authority for real estate rights are considered the basis for calculating property tax and land tax levied on individuals.

All measurements of real estate objects and land plots, as well as information about the owners of objects belonging to individuals, are entered through the software product of the State Committee for Land Resources, Geodesy, Cartography and State Cadastre "Kochmas mulk-3" ("Real Estate-3"). For the purpose of taxation, these data are provided online to the information base of the State Tax Committee.

In total, today in the republic, individuals own more than 7.3 million real estate objects. Indeed, there are many cases when the data on property received by the tax authorities from the cadastre database do not correspond to reality. The situation is usually resolved through the territorial tax authorities.

In accordance with the Decree of the President of the Republic of Uzbekistan from 7 September 2020 No. UP-6061, the resolution "On measures to organize the activities of the Cadastre Agency under the State Tax Committee of the Republic of Uzbekistan" was adopted.

The presence of such shortcomings in the database of cadastral authorities was one of the main reasons for their transfer to the subordination of the State Tax Committee.

Based on the adopted regulatory documents, the State Tax Committee will carry out systematic and systematic work to bring taxpayers' databases into compliance and eliminate such problems and shortcomings with the help of the newly created Cadastre Agency under the State Oil Company and its regional divisions.
