Some legislative initiatives come into force on 1 October
Tashkent, Uzbekistan (UzDaily.com) -- Several new legislative initiatives directed at ordering and easing financial operations of businesses and citizens will come into force on 1 October 2011, the State Tax Committee of Uzbekistan said.

In particular, the size of penalty fees for violation of terms of tax payments, custom duties and fees, as well as other mandatory payments for each delayed day will be cut to one third of current rate, but payment order will remain the same.

Legal entities receive right to pay re-calculated taxes in the result of inspections of tax and mandatory payments, as well as corresponding sanctions within six months in equal installments.

The presidential decree “On additional measures on forming maximum favourable business environment for further developing small business and private entrepreneurship” from 24 August 2011 sets following orders:

  • Terms of reviewing and agreeing of applications by authorized bodies on allocation of land areas for placement of small industrial enterprises should not exceed a year;
  • State bodies in places in cooperation with the State Property Committee are obliged to consider application of small and private businesses on renting free and unused premises, owned by the government and for placement of production enterprises, within the seven days;
  • Issuing permission documents to small and private businesses, including for construction and reconstruction of production objects, will be conducted in one-stop-shop principle and the authorized state bodies will carry out all necessary co-ordination work;
  • Terms of issuing permission documents are limited with 30 working days from submission of application, except separate specific activities set by the Cabinet of Ministers of Uzbekistan. Registration of export contracts of microfirms and small enterprises by the State Customs Services are carried out during customs registration of goods at customs points.
As an experiment, the government will introduce one-stop-shop principle to procedures related to exports of goods, which will ensure simultaneous carrying out of customs registration, declaring, certification, sanitary-epidemiology supervision, etc.

The government also introduces new regulation on order of re-calculation of actual salary, used for calculation of pensions with use of individual salary coefficients.
