Tashkent, Uzbekistan (UzDaily.com) — In his address to the participants of the International Conference on Counterterrorism and Extremism, President of Uzbekistan Shavkat Mirziyoyev underscored the importance of enhancing international cooperation in the field of security and countering terrorism.

The conference, organized by the Regional Anti-Terrorist Structure (RATS) of the Shanghai Cooperation Organization (SCO) and the Anti-Terrorism Center of the Commonwealth of Independent States (CIS), is being held in Tashkent.

The President noted that this event serves as a crucial platform for discussing current issues related to counterterrorism cooperation.

The primary focus of the conference is on sharing national practices, developing effective interaction mechanisms, creating tools to prevent the spread of extremist ideology, and combating terrorism financing.

Mirziyoyev expressed confidence that the upcoming counterterrorism exercises “East – Antiterror – 2024,” being held for the first time in Uzbekistan, will enhance practical cooperation and improve the capabilities of special units.

He also highlighted the negative impact of geopolitical tensions and a lack of trust between states on international security cooperation. Increasing risks in cyberspace, where illegal activities and recruitment occur through internet networks that disregard national borders, are also a growing concern.

Mirziyoyev emphasized that the most vulnerable groups, including youth and labor migrants, often fall victim to "online brainwashing," becoming involved in illegal groups and committing crimes. In this context, improving the regulatory framework and implementing joint practical measures within the RATS of the SCO and the Anti-Terrorism Center of the CIS are crucial for enhancing the effectiveness of international cooperation in preventing and responding to such threats.

The President noted that a fundamental basis for countering terrorism and extremism is the protection of human rights and freedoms and adherence to the rule of law.

He also emphasized the continued implementation of the National Strategy for Counterterrorism, including support for youth and rehabilitation of those returning from conflict zones.

This year, in collaboration with the UN Counter-Terrorism Office, a Regional Expert Council on Rehabilitation and Reintegration has been established, and a new comprehensive partnership plan has been adopted, the President noted.

In conclusion, Mirziyoyev emphasized that close cooperation and effective coordination among the special services of countries will remain priority areas of interstate interaction to ensure peace and stability in the region.
