Several functions and powers are transferred to local Kengashes of people’s deputies

Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree “On measures to improve the efficiency of local government bodies” was adopted.

According to the Decree, in order to increase the role of local representative bodies of government in resolving important issues in the life of the state and society, 33 functions and powers were transferred to local Kengashes of people’s deputies.

For example, the organization of state kindergartens and schools, the determination of construction sites for enterprises that have an impact on the atmospheric air, waste disposal sites, tariffs for passenger and freight transportation, including preferential ones for certain categories of citizens, assigning names to natural objects, transport and engineering objects -technical infrastructure, etc are transferred to Kengashes of people’s deputies.

The individual powers and functions of local Kengashes of people’s deputies for hearing reports (information) of state bodies are systematized and combined into 10.

For example, hearing reports from khokims and their deputies in 7 areas (implementation of programs; small business, entrepreneurship, employment; allocation of loans; hearing information from khokim assistants) is considered as part of hearing reports from khokims on the implementation of programs for socio-economic development of territories.

In accordance with the Decree, tasks and functions are assigned to local Kengashes exclusively in accordance with legislative acts.

Intervention by government and administrative bodies in the activities of local Kengashes is not allowed.

When developing draft regulatory legal acts, the practice of clearly delineating functions between local representative authorities and local executive authorities is being introduced.

Local executive authorities are responsible for fulfilling the tasks assigned by regulations to local government authorities and which are unusual for the powers of local Kengashes established by law.

The decree stipulates that by 1 October 2024, a Concept for the development of the activities of local representative bodies of government in Uzbekistan until 2030 will be developed.
