The amendments regulate licensing of rights on use of entrails, which implements the regulation on order and terms of providing right to use of entrails, which was approved by the presidential resolution from 7 June 2007.

The article introduces amendments to article 26, which eliminates variant reading of the law norms at carrying out of activities on clearing beds of river, channels and collectors, and use of formed materials such as sand, gravel, pebbles and other materials, which is not mining of natural resources.

Formed materials at beds of rivers, channels and collectors do not have regular volume and place and cannot be calculated their reserves and include to the State Reserves Balance. In the result, the license cannot be issued.

In other hand, the law “On protected natural territories” and other legislative acts, beds of rivers are considered as protected water zones and limited activities can be carried out there in line with the authorized bodies.

In this connection, the amendments to law envisage that no license required at use of entrails for economic, domestic and personal needs, as well as at cleaning of the beds of rivers, channels and collectors, which is not related with mining of natural resources.

The article 27 sets that the Commission on issuing license to right for use of entrails areas, which possess non-ore natural resources under the Cabinet of Ministers is authorized body for issuing license for mining non-ore natural resources.
