Senate considers bill on environmental expertise

Tashkent, Uzbekistan (UzDaily.com) — Targeted efforts are being made in the country to ensure environmental safety, the rational use of natural resources, improve the sanitary and environmental conditions of populated areas, and enhance the mechanisms of environmental expertise.

However, current regulations in this field remain fragmented, with many provisions being reference-based, and legal mechanisms that meet international standards have not been implemented. This situation negatively affects the country’s reputation and complicates attracting international investments, which is particularly important in today’s conditions.

During the discussion, senators emphasized that the developed law aims to systematize existing norms, ensure the consistency of processes, and regulate environmental expertise, environmental impact assessment, and strategic environmental assessment effectively.

The document clearly defines key concepts, goals, and principles of environmental expertise, as well as environmental impact assessment and strategic environmental assessment. It also outlines the powers of the specially authorized state body, lists the types, objects, and subjects of environmental expertise, and regulates issues related to the development and approval of environmental standards.

Particular attention was given to public participation in the environmental impact assessment process, marking an important step towards transparency and considering public opinion.

To align the system for assessing the environmental impact of strategic projects with international standards, the bill proposes the introduction of a strategic environmental assessment system.

The adoption of this law aims to ensure citizens’ right to a favorable environment and access to reliable information about it. The law also lays the foundation for the introduction of clear and effective procedures for environmental expertise.

Furthermore, the document helps create a reliable and transparent environmental assessment system, which is especially important for foreign investors and entrepreneurs interested in developing business in the country. This, in turn, fosters a favorable investment climate.

Following the discussion, the senators approved the law.
