Senate approves law on limiting greenhouse gas emissions

Tashkent, Uzbekistan (UzDaily.com) —  At a plenary session, the Senate reviewed and approved the Law “On Limiting Greenhouse Gas Emissions.”

Previously, this law had been rejected by Senate Resolution No. PS–62–V dated 25 January 2025 due to the need to revise several provisions and improve specific regulations. The document was subsequently refined by a Conciliation Commission formed by the chambers of the Oliy Majlis, reapproved by the Legislative Chamber, and once again submitted to the Senate for consideration.

It was noted that in recent years, Uzbekistan has undertaken efforts to prevent climate change and mitigate its negative effects. However, the absence of a regulatory framework governing greenhouse gas emissions has hindered the development of international cooperation in economic, technological, and environmental sectors aimed at reducing such emissions.

Against this backdrop, the need arose to align national legislation with international standards and to establish an organizational and legal foundation for the comprehensive regulation of greenhouse gas emissions.

The adopted law provides for:

the establishment of procedures for trading carbon units generated through emission reductions;
the introduction of a system for monitoring, reporting, and verifying emissions;
the definition of principles for limiting emissions and determining ownership rights to reduced volumes of greenhouse gases.

Senators emphasized that the law will enable Uzbekistan to fulfill its international obligations under the Paris Agreement, accelerate climate reforms, improve the country's environmental situation, and promote the sustainable development of the economy.

In addition, the law will serve as a foundation for expanding bilateral cooperation with foreign countries on climate initiatives and greenhouse gas reduction projects.

The law was approved by the senators following deliberations.
