Senate approves law on identification, registration, and tracking of animals

Tashkent, Uzbekistan (UzDaily.com) — At a plenary session, the Senate reviewed and approved the Law “On Identification, Registration, and Tracking of Animals.”

During the discussion, it was noted that in recent years Uzbekistan has prioritized the development of animal husbandry, ensuring food security, and providing state support to the agricultural sector. To achieve these goals, particular importance is placed on implementing modern production methods, utilizing scientific achievements and information and communication technologies, and creating an efficient value-added chain within the industry.

At the same time, existing problems were highlighted related to the insufficient effectiveness of the current animal accounting system. In particular, animals are not fully identified, which complicates the administration of preventive vaccinations against especially dangerous infectious diseases and hinders maintaining epizootic stability in the country. The lack of a centralized digital database results in inaccuracies in accounting and creates risks for epidemiological safety.

The adopted Law aims to systematically address these issues. According to the document, the authorized body responsible for animal identification, registration, and tracking is designated as the Committee of Veterinary Medicine and Animal Husbandry Development under the Ministry of Agriculture. The Law clearly regulates the rights and responsibilities of both representatives of the authorized state body and animal owners, as well as establishes general requirements and deadlines for conducting animal identification, registration, and tracking.

The Center for Animal Identification, Registration, and Monitoring is empowered to organize all procedures related to animal accounting, maintain and coordinate the electronic information system, and ensure electronic real-time data exchange.

Senators emphasized that implementing the Law’s provisions will create a unified electronic database containing information on the number, breeds, and health status of animals, their movement, and locations. This will establish a sustainable system of continuous monitoring, ensure timely vaccination, and enable effective prevention of dangerous diseases. Ultimately, epizootic stability in the republic will be secured, and risks of infection and animal deaths from infectious diseases will be significantly reduced.

Following the discussion, the Law was unanimously approved by the senators.
