The twelfth session of the Council of the heads of the governments of the Shanghai Cooperation Organization (SCO) was held in Tashkent on 29 November 2013.

After the negotiations, the SCO Prime Ministers signed documents on approval of main principles of forming, functioning and managing the SCO Development Bank and on approval of main principles of forming, functioning and managing the SCO Development Fund (Special Account).

It is expected that these financial structures will accumulate both public and private financial resources and will serve as tool to finance joint economic projects of the member states.
