Samarkand hosted the joint 58th meeting of the Council of Heads of Communications Administrations of the Regional Commonwealth in the field of communications

Tashkent, Uzbekistan (UzDaily.com) -- The joint 58th meeting of the Council of Heads of Communications Administrations of the Regional Commonwealth in the field of communications and the 28th meeting of the Coordinating Council of the CIS member states on informatization under the RCC was held in Samarkand on 25 October 2022.

The meeting was chaired by the Minister for the Development of Information Technologies and Communications Sherzod Shermatov with the participation of a delegation of RCC full members - the communications administrations of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, Mongolia, the Russian Federation, the Republic of Tajikistan and Turkmenistan.

As invited participants, the meeting was attended by: the leaders of the International Telecommunication Union, the Universal Postal Union, the ITU Regional Office for the CIS countries, representatives of the CIS Executive Committee and the Secretariat of the Council of States Members of the IPA CIS.

The meeting was attended by numerous experts of telecom operators and manufacturers of communication facilities: PJSC Rostelecom, JSC Kazakhtelecom, JSC Kazpost, JSC Tajiktelecom, CE Turkmentelecom, Iskratel, JSC TransTeleCom Company, RSE "State Radio Frequency Service" of the Republic of Kazakhstan, Association GSMA, as well as experts from the Federal State Unitary Enterprise NIIR RF.

One of the key issues of the meeting was the issue of promising areas of digital development in the countries of the RCC participants and topical issues of development of the communications/ICT industry at the national level.

The participants of the meeting discussed the course of preparation of the RCC Communications Administrations for the World Radiocommunication Conference and the Radiocommunication Assembly in 2023. In the process of exchanging views on this issue, the document “Position of the RCC CAs on WRC-23 agenda items” presented by the RCC Commission on RFS and JI was approved.

The next important issue discussed by the meeting participants was the approval of the work of the RCC CA delegations at the ITU World Telecommunication Standardization Assembly 2022 (WTSA-20) and the preparation of the RCC CAs for WTSA-24, at the ITU World Telecommunication Development Conference 2022 (WTDC-22 ) and preparation of the RCC CAs for WTDC-2026, as well as at the ITU Plenipotentiary Conference in 2022 (PP-22).

The meeting participants also considered a block of postal issues on the implementation of the "Action Plan for the Implementation of the Decisions of the 27th UPU Congress and the Abidjan Postal Strategy for 2022-2025" and on the implementation of the UPU Regional Development Plan for 2022-2025 for the Europe and Central Asia region. Based on the results of consideration of the issues, it was noted that the RCC Postal Commission and the Council of RCC Postal Operators will continue to coordinate and control the implementation of the Action Plan.

Also during the meeting, emphasis was placed on the fact that at the interstate level, information security is defined by countries as a state achieved by symmetrical protection of the totality of the rights and interests of subjects both in terms of ensuring the protection of information resources, infrastructure, technologies, and in the aspect of protecting the constitutional order, foundations society, cultural values, morality, morality, human mental health, and for this purpose, the meeting considered issues related to the activities of the RCC within the Commonwealth of Independent States:

- on the implementation of the Strategy for Cooperation of the CIS Member States in Building and Development of the Information Society for the period up to 2025 and the Action Plan for its implementation for the period up to 2025;

- on the Action Plan for the implementation of the Strategy for Ensuring Information Security of the Member States of the Commonwealth of Independent States for the period up to 2030;

- on measures taken in the countries of the RCC participants to combat fraud (fraud) on communication networks.

The meeting participants also discussed a large block of issues related to the internal activities of the Commonwealth:

- heard a report on the activities of the RCC Executive Committee for the past period and the results of an independent audit of the financial and economic activities of the RCC for 2021,

- considered the issue of adjusting the estimate of income and expenses of the RCC for 2022, approved the estimate of income and expenses of the RCC for 2023 and the planning period for 2024-2025.

In conclusion, the participants of the meeting expressed their gratitude to the Government of the Republic of Uzbekistan and the Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan for the excellent organization of the joint meeting of the Council of Heads of the RCC and the Coordination Council and the warm welcome.
