Sadyr Japarov: Four years in power – achievements and prospects
Tashkent, Uzbekistan (UzDaily.com) — Four years have passed since Sadyr Japarov assumed office as President of the Kyrgyz Republic. This period has been marked by major reforms in the economy, anti-corruption efforts, the nationalization of strategic assets, and the intensification of foreign policy engagements.
Political Transformation and Economic Reforms
Taking office on January 10, 2021, with 79.2% of the vote, Sadyr Japarov initiated the transition from a parliamentary to a presidential system. His key policy priorities include combating corruption and organized crime, as well as nationalizing strategically important enterprises.
One of the most significant steps was the return of the Kumtor gold mine to state ownership. Over 28 years of operation by a private company, more than 420 tons of gold were extracted, while the state's net profit remained minimal. Since Kumtor's transfer to Kyrgyz ownership, total revenue has reached $3.4 billion, with $1.2 billion in net profit. In the last two years alone, $291 million has been contributed to the state budget in dividends.
Infrastructure development has been another key focus. The government has restored and modernized domestic airports, launched new flights, and begun constructing major projects, including the Kambar-Ata-1 hydroelectric power plant and the China-Kyrgyzstan-Uzbekistan railway.
Social Policy
In the social sphere, there has been a significant increase in pensions: the minimum pension rose from 1,800 to 6,900 soms, while the average pension increased to 10,547 soms. A new support program for large families, "Bala Bereke," was introduced, offering a 1 million som payment for the birth of an eighth child in designated regions.
Over the past four years, more than 600 social facilities have been built across Kyrgyzstan, including schools, kindergartens, hospitals, and sports complexes:
2021 – 109 facilities (59 schools, 12 kindergartens, 11 hospitals, etc.).
2022 – 96 facilities (37 schools, 12 kindergartens, 2 hospitals, etc.).
2023 – 210 facilities (124 schools, 11 kindergartens, 5 hospitals, etc.).
2024 – 230 facilities (100 schools, 31 kindergartens, 11 healthcare facilities, etc.).
Foreign Policy and International Projects
The president has prioritized strengthening international relations. Kyrgyzstan has hosted high-level foreign delegations and reached agreements on strategic issues, including border settlements with Uzbekistan and Tajikistan. Major investment projects are being implemented in energy, industry, and transportation.
Achievements and Future Prospects
Under Sadyr Japarov’s leadership, Kyrgyzstan has undergone significant reforms aimed at strengthening the economy, modernizing infrastructure, and improving social policies. These achievements provide a solid foundation for further progress, as the government sets an ambitious goal—to position Kyrgyzstan among the world's top 30 most developed nations.
