Russian experts say Uzbekistan’s position on hydro power issues is pragmatic, balanced
Tashkent, Uzbekistan (UzDaily.com) -- An article of editor-in-chief of Norodnoye Slovo Salim Doniyorov titled “Listen voice of mind. Rogun hydro power station – catastrophe for the region” was published in mass media and it noted importance of use of regional water resources of trans-boundary rivers in Central Asia.

The author said that the problem intensified with appearance of various projects on construction of hydro power stations at trans-boundary rivers of Central Asia. Ideas on construction of the stations appeared about 40 years ago, naturally do not meet current requirements. Despite ignoring international laws, some countries consider water as own property and good, and openly ignore interests of neighboring states and worsen ecologic problem of all Central Asian region.

Russian experts also have similar views on soling water-energy resources in Central Asia. Currently, nobody deny that it is difficult to image stable and gradual development of the region without fair water use system and water security.

Deficit of water resources, which can be demanded more than oil and gas in near future, became reality for major part of inner Eurasia. The water deficit is observed for a long time in the Central Asian region. Water problem in the region gets clear geopolitical voice and directly touch interests of all countries of the region, including Russia.

Expert on foreign policy of the Center of Political Affairs of Russia Evgeniy Voyko said that currently energy security of Central Asia is equally important with such global problems as terrorism and drug trafficking. That’s why, it attracts attention of international community to situation around construction of Rogun hydro power station.

The article fairly noted that one of key peculiarities of water-energy projects in Central Asia is their trans-boundary character, which brings to inter-state contradictions and increases tension in the region. Such problems should be solved only with meeting interest of all sides, otherwise it will be difficult to avoid energy crisis.

Construction of Rogun station will be important issue as the fight for water resources will grow after food crisis will reach its peak and searches for chip foodstuff will started. In this context, water resources of trans-boundary rivers of Central Asia will become regional problem.

Agricultural products are important and one key income source to state budget. It is also one of the main export items of Uzbekistan and guarantees development of Uzbek economy in the context of growing population number and food deficit. Other important issue becomes effective mediation of external forces, which solve issue with meeting interest both Tashkent and Dushanbe.

Independent expert on Central Asia Roman Kosygin said he supports position of Uzbekistan on construction of hydro power stations at trans-boundary rivers, which should undergo mandatory independent international expertise.

The Russian expert said there are effective inter-state and inter-regional agreements along with international conventions. They are implemented in practice between the US and Canada, US and Mexico, Sudan and Egypt, etc.

These agreements take into account needs and shipping, hydro power, use of water for agriculture purposes, etc. Kosigin said that the discussion on trans-boundary rivers in Central Asia should be brought to international legal field and international experience on trans-boundary rivers should be studied.

Editor-in-chief of Russia’s Civil Television Marat Hayrullin said Mr Doniyoriv is right to say that Rogun problem is not only internal issue of Tajikistan, but Central Asian region as the region has vulnerable ecology and any interference can bring to global catastrophe.

He recalled Aral Sea and added that construction of Rogun can bring to irreversible consequences. He said that the millions of people can suffer from it, besides the station is constructed at seismically active region.

Marat Hayrullin said that there are also questions on quality of constructed dam as there are many facts of corruption among contractors and constructors of Rogun station. All these factors can result in large scale catastrophe.
