Round table in Tashkent discusses mechanisms of regulatory impact analysis
Tashkent, Uzbekistan (UzDaily.com) -- With the aim of discussing the current state of existing legislative process and practice of legislative drafting, identifying problems that hinder achievement of the most effective results in implementation of regulatory legal acts in the sphere of entrepreneurial activity, working out recommendations on their elimination, as well as considering the development of methodology for analysis and monitoring of legislation in the field of entrepreneurship, a round table on “Mechanisms of regulatory impact analysis: implementation of legislation analysis and monitoring methodology in Uzbekistan” was held in Tashkent on 7 September 2011.

This event was organized by the Chamber of Commerce and Industry of the Republic of Uzbekistan (CCIUz) with support of the UNDP project “Business Forum of Uzbekistan (Phase-II)”.

The meeting was attended by representatives of interested state ministries and institutions, as well as international and research organizations. In particular, the Ministry of Finance, Ministry of Economy, Ministry of Foreign Economic Relations, Investments and Trade, Ministry of Justice, Institute of monitoring of current legislation under the President of Republic of Uzbekistan, Center for monitoring of legal acts enforcement under the Ministry of Justice, Central Bank, State Committee on demonopolization and support of competition, State Committee for state property management and others were invited to participate at the event.

The meeting was also attended by representatives of international organizations such as the United Nations Development Program in Uzbekistan, International Finance Corporation, Organization for Security and Co-operation in Europe, World Bank and others.

The main objectives of the event are discussion of the current legal system in Uzbekistan, consideration of international practice in assessment and monitoring of legislative acts, discussion of possibilities of improving the process of developing, implementing and monitoring regulations in the field of entrepreneurship. Also, it is planned to discuss prospects of cooperation towards strengthening the legal system in Uzbekistan.

During the meeting a number of reports was presented. In particular, representative of the Institute of monitoring of current legislation under the President of Republic of Uzbekistan introduced the existing legislative system in Uzbekistan; IFC representative reported on international experience in implementation of mechanisms of analysis and evaluation of legislation.

Expert of the “Business Forum of Uzbekistan” project provided the participants with brief information on the project’s activities related to elaboration of methodology for analysis and monitoring of legislation in the sphere of entrepreneurship, initiated by the Chamber of Commerce and Industry of Uzbekistan (CCIUz).

Following the discussions, recommendations on the draft methodology for analysis and monitoring of legislation in the sphere of entrepreneurship were formulated with the aim of their further use in elaboration of the methodology.

As a result of the development and implementation of methodology for analysis and monitoring of legislation in the sphere of entrepreneurship into the lawmaking activity of CCIUz and other interested state institutions it is expected to increase the quality and effectiveness of legislative work, boost the efficiency of decision making in general and improve business climate for entrepreneurship development in Uzbekistan.
