Road safety reform: Uzbekistan introduces a penalty points system
Tashkent, Uzbekistan (UzDaily.com) — A briefing dedicated to the introduction of a penalty points system for serious traffic violations in the republic was held at the Sputnik Uzbekistan press center.
The main aspects of the new initiative were explained by Zoir Yuldashev, spokesperson for the Road Safety Service of the Public Safety Department of the Ministry of Internal Affairs of the Republic of Uzbekistan.
The penalty points system is being introduced based on the relevant law and a resolution of the Cabinet of Ministers and will come into effect on June 1, 2025. The mechanism aims to improve the discipline of road users, prevent repeat offenses, and reduce the accident rate on the country’s roads.
According to the Ministry of Internal Affairs representative, the system is modeled on international best practices successfully applied in countries such as France, Russia, China, Azerbaijan, and Kazakhstan. In Uzbekistan, it has been adapted to national conditions and legislation.
Under the new rules, for serious traffic violations defined by 12 articles of the Code of Administrative Responsibility, drivers will receive from 0.2 to 2 penalty points. Points are recorded based on protocols drawn up by road patrol officers.
If within 12 months from the date of the first violation a driver accumulates 12 or more points, their driver’s license will be revoked by a court order for a period of at least six months.
At the same time, there are incentive mechanisms in place. If a driver does not commit any new violations within one year after receiving the first point, that point will be canceled in the following year. Additionally, two points are deducted from the total if no violations occur over a six-month period.
A key component of the system is transparency and fairness in its application, as well as its close integration with measures to improve road infrastructure. In accordance with Cabinet of Ministers Resolution No. 318, regional Road Infrastructure Development Funds are being established under the local hokimiyats (administrative authorities). The funds collected will be specifically allocated for the repair, modernization, and construction of road facilities.
Moreover, when factors negatively affecting traffic safety are identified, the Road Safety Service submits official recommendations to the road owners. Should these recommendations be ignored, appropriate sanctions will be applied.
The introduction of the penalty points system is part of a comprehensive state policy aimed at ensuring road safety, raising drivers’ legal awareness, and modernizing Uzbekistan’s transport system.
