Responsibility established for traffic violations involving scooters and personal transport vehicles

Tashkent, Uzbekistan (UzDaily.com) — During the 57th plenary session of the Senate, a law was reviewed regarding amendments to the Administrative Responsibility Code of the Republic of Uzbekistan.

In recent years, significant efforts have been made in the country to improve traffic regulations, prevent road accidents, and enhance safety controls. As a result of these measures, the number of road traffic accidents decreased by 7.6% in the first six months of this year compared to the same period last year, while fatalities fell by 1.1%, and injuries decreased by 9.2%.

The discussed law includes changes to the Administrative Responsibility Code aimed at addressing systemic issues related to road safety and promoting respect for the law among citizens. Notably, it introduces a provision for timely notification of citizens regarding violations captured by photo and video monitoring systems. Information about such violations must be sent to the Road Traffic Safety Service within 48 hours; otherwise, the driver cannot be held administratively liable.

Additionally, the law addresses cases where emergency vehicles, such as ambulances and fire trucks, may need to break traffic rules to perform urgent duties. Previous requirements for these vehicles to provide documentation for such violations have been removed.

Recent checks in Tashkent revealed over 200 traffic violations committed by users of personal transport vehicles. Consequently, administrative responsibility has been established for violations involving scooters, mopeds, bicycles, and horse-drawn carts, including passenger transport.

The law also removes the authority of traffic patrol officers to impose fines on the spot for traffic violations. Due to high accident rates involving freight vehicles, new penalties are introduced for violations related to the use of the leftmost lane by such vehicles.

Parliamentarians believe that the adoption of this law will enhance road safety, reduce the number of accidents, and protect the legitimate interests of citizens. The law was unanimously approved by the senators.
