Renters to be fined for failure to sign rent agreement
Tashkent, Uzbekistan (UzDaily.com) -- The President of Uzbekistan Islam Karimov signed a law “On introduction of changes and amendments to some legislative acts of Uzbekistan” on 30 December 2011.

Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 30 November 2011 and the Senate approved the document on 6 December 2011.

The document was prepared in line with the concept of the tax policy for 2012.

The law introduces changes and amendments to the Code of administrative responsibility, Civil Code, Housing Code of Uzbekistan.

These amendments were directed at strengthening of protection of rights of lessors and lessees of real estate, simplification of order of tax payments and administrative procedures, as well as cutting expenses of tax payers and tax bodies.

In particular, the law envisages to amend the Code on administrative responsibility, which stipulates introduction of fine for failure of signing agreement on renting building, establishment or part of habitation between citizens or for failure to certify the agreement with notary offices.

According to the law, the size of fine will make up from five to ten minimal sizes of salary. The minimal salary size is set at 62,920 soums.

The law also envisages similar fine to citizens, who violated rule of construction of habitation, economic and domestic buildings.

The citizens will be fined from one to five minimal size of salary for untimely registration of property with state bodies, which register rights to property.

The law came into force on 1 January 2012. The amendments to the Code on administrative responsibility will come into force from 1 February.
