Relations in the field of safety of hydraulic structures are regulated at the legislative level,

Tashkent, Uzbekistan (UzDaily.com) -- At the forty-third plenary session of the Senate, senators actively discussed the Law on the Safety of Hydraulic Structures.

It was noted that this Law was developed in order to ensure the safety of the country's water management facilities in a technically sound condition, ensure their safety and reliable use.

At present, the water management system includes a total of 73 reservoirs and flood reservoirs, 1688 pumping stations, 49 hydroelectric power stations and other facilities. Most water bodies have been in operation for over 40 years. This requires the implementation of work on their timely repair, restoration and reconstruction, as well as equipping them with modern equipment, ensuring their safety in a technically sound condition, safe and reliable operation.

In this regard, this Law envisages the basic principles for ensuring the safety of hydraulic structures, the main directions of state policy in this area. In addition, the issues of information exchange with foreign states, international organizations in the field of ensuring the safety of hydraulic structures are also reflected.

The law also defines the rights and obligations of operating organizations, the obligations of customer organizations, design and contract organizations to ensure the safety of hydraulic structures.

At the same time, the basic requirements for ensuring the safety of hydraulic structures are included. In particular, simultaneous (parallel) design and construction, reconstruction of hydraulic structures is prohibited.

Another important feature of the Law is the obligation of the contracting authority to establish in tender or competitive documents the requirement for participants to have practical experience in the field of ensuring the safety of hydraulic structures, construction equipment, laboratories, machines and mechanisms, as well as qualified specialists.

According to the senators, the adoption of this Law serves to increase the responsibility and powers of a special state control body, and strengthen control over ensuring safety in the design, construction, reconstruction, repair, conservation and liquidation of hydraulic structures.

After questions and answers and discussions at the meeting, this Law was approved by the senators.
