Tashkent, Uzbekistan (UzDaily.com) -- On 8 April 2019, a round table was held at the National Agency for Project Management (NAPU) under the President of the Republic of Uzbekistan, organized by the Innovation Center and Project Management Center for e-government and digital economy at NAPU.

Residents of the Mirzo Ulugbek Innovation Center participated in the round table, who showed interest in implementing joint projects between the state and private entrepreneurs.

The participants discussed issues of a competent and high-quality approach to the implementation of PPP. Problems and acute issues that sometimes arise between users in the face of government agencies and developers, how the informatization process itself should take place, how the most urgent tasks should be set, and so on were touched upon.

These problems, according to residents, primarily come from the lack of specialists in ministries and departments of the country, who sometimes do not see very clearly the ultimate goal of informatization and how it should be correctly formulated. Timur Azamatov, director of the Innovation Center, in turn, noted that residents, when submitting their projects for PPP, should consider not only the usefulness of the project, but also its feasibility in terms of payback. After all, business, first and foremost, is designed to improve and enrich people’s lives, and to solve issues that the state does not always have time to pay attention to. He also noted that priority will be given to companies with already existing projects and implemented by 80 percent or more, and having expert evaluation in a particular area.

The head of the BePro group of companies, Abduvoitjon Gafurov, proposed the creation of a consortium, the main purpose of which will be the unification of domestic experts and experts in one particular direction, for example, in medicine. This area has long been in need of digitalization.

He, in turn, was supported by Mirodil Baimukhamedov, who in the past was the head of the Center for e-Health Development UZMEDINFO of the Ministry of Health of the Republic of Uzbekistan, and now the director of CIC Ltd. and the resident of MUIC - his company is engaged in the necessary developments in the field of medicine, but in order to cover the entire industry by digitalization, it is necessary to understand that this is a huge layer of work, which includes infrastructure, software, consulting and much more. And only by uniting around themselves professionals based on PPP, the state will finally be able to solve the problem of informatization of this industry.

Today it is very important for our country to support the domestic producer, which is already able and ready to compete with importers, said Ruslan Sultanov, director of the Center for Project Management of E-Government and the Digital Economy at NAPU.

Ruslan Sultanov agreed with the shortage of qualified personnel on the ground in government agencies and proposed the idea of uniting residents into working groups with the goal of a more individual approach to solving problems and attracting expertise.
