Protection of human rights discussed in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- A two-day international conference “International legal standards and experience of Uzbekistan in creating national system of protection of rights and freedoms of people” started in Tashkent on 15 December 2011.

The event was organized by National Human Rights Center of Uzbekistan at the assistance of OSCE Project Coordinator in Uzbekistan and Office of Friedrich Ebert Fund in Central Asia.

It was noted that Uzbekistan created legal foundation for protection of human rights and interests based on international norms and principles. The country formed national mechanism on protection of human rights, which covers state bodies and civil societies based on interaction and social partnership.

One of important peculiarities of democratic development and formation of Uzbekistan is creation of various human rights institutes based on recommendations of international organizations, which help to implement international liabilities of the country in human rights sector. These institutes are operating based on Constitution and laws of Uzbekistan and are independent organizations. They are interacting with citizens and state bodies, local NGOs and international organizations.

President of Uzbekistan Islam Karimov in his speech “Concept of further deepening democratic reforms and developing civil society in the country” in November 2010 underlined that the country created and operates system of national institutions on human rights, such as Ombudsman, National Human Rights Center, Institute of Monitoring of current legislation under the President of Uzbekistan, divisions on protecting human rights under the Justice Ministry, etc.

The conference participants underlined that National Human Rights Center, which marks its 15th anniversary this year, has wide authorities directed at coordinating activities of the state bodies and civil society institutes in encouraging, adhering, and protecting human rights and freedoms. The center entrusted to develop strategy on implementing norms of Constitution, laws and norms of international law in human rights.

During its activities, the Center in cooperation with state bodies and civil society institutes prepared and submitted over 30 national reports on implementation of Uzbekistan’s international liabilities on human rights and freedoms and participated at implementation of over ten of national action plans on implementation of recommendations of international bodies. The center also analyzed over 100 draft laws and considered 10,000 applications of citizens. The center also issued over 2,000 publications on international law on human rights.

During the event, foreign experts underlined that it is necessary to implement further Paris principles in activities of national institutions of human rights, strengthen impact of their institutions in solving issues related to improvement of legislation and enforcement practice, deepen monitoring of human rights protection, expand and strengthen cooperation with UN and international and regional organizations.

The participants of the conference adopted several recommendations based on the concept of further deepening democratic reforms and forming civil society in the country, Paris principles of creating and activity of national human rights institutes, proposals of foreign and national experts.

Representatives of Legislative Chamber and Senate of Oliy Majlis, judicial and law enforcement bodies, interested ministries and departments, civil society institutes, diplomatic missions and international organizations, accredited in Uzbekistan, participated at the event.
