Priority international ratings and indices approved and target indicators set

Tashkent, Uzbekistan (UzDaily.com) — During its 55th plenary session, the Senate of Uzbekistan considered and approved a list of priority international ratings and indices for the country.

It was noted that over the past four years, several Presidential decrees and resolutions have been adopted to enhance Uzbekistan’s status in international ratings and indices related to socio-economic and political-legal spheres.

Among these is the Presidential Decree "On Improving the Positions of the Republic of Uzbekistan in International Ratings and Indices and Implementing a New Systematic Approach to Working with Them in State Bodies and Organizations." This decree has significantly elevated the efforts being made in this direction within the country.

As a result of reforms in the socio-economic and political-legal spheres, Uzbekistan has achieved positive results in several international ratings.

Specifically, due to economic liberalization and the creation of a favorable investment climate, Uzbekistan has climbed 5 positions in the Index of Economic Freedom, ranking 109th among 178 countries. Over the past seven years, Uzbekistan has improved its standing by 57 points.

Additionally, the country’s focus on innovation and technological development across various sectors, including agriculture, energy, construction, education, and healthcare, has led to an improvement in Uzbekistan’s position in the Global Innovation Index. The country has moved up from 93rd to 82nd place among 132 countries.

Digitalization of public services and the widespread adoption of electronic technologies in government activities have boosted Uzbekistan’s ranking in the E-Government Development Index. The country has improved by 18 positions, ranking 69th out of 193 states, and has been recognized as having a "very high level of development."

Furthermore, extensive anti-corruption reforms have positively impacted Uzbekistan’s standing in the Corruption Perceptions Index. Uzbekistan’s ranking improved from 146th place in 2020 to 121st place in 2024 among 180 countries. Overall, the country’s status in this index has risen by 36 points over the past seven years.

Due to reforms ensuring the rule of law and the protection of human rights and freedoms, Uzbekistan has improved its position in the Rule of Law Index by 14 points over the last three years, ranking 78th out of 142 countries.

To further enhance Uzbekistan’s position on the international stage, streamline the system for working with international ratings and indices, and strengthen parliamentary oversight in this area, Presidential Decree No. UP-91 of June 19, 2024, "On Additional Measures to Improve the System for Working with International Ratings and Indices and Strengthen Parliamentary Control in This Area," was adopted.

The decree provides for the Senate of the Oliy Majlis to approve a list of priority international ratings and indices, along with key performance indicators.

During the session, it was highlighted that 15 priority international ratings and indices have been developed for Uzbekistan, with a list of responsible ministries and agencies, as well as target indicators set for 2030. Specific tasks have been outlined for preparing the National Report on Improving the Position of the Republic of Uzbekistan in Priority International Ratings and Indices.

Senators emphasized that international ratings and indices are tools that assess various spheres, directions, and sectors in different ways, playing a crucial role in determining the position and status of countries in the global community and providing an objective evaluation of ongoing reforms.

Following the discussion, the Senate adopted the corresponding resolution.
