Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 14 July 2011 and Senate approved it on 26 August 2011. The document comes into force on 15 September 2011.

The law is initiated by the group of MPs of Legislative Chamber to regulate issues of permanent residency in Tashkent city and Tashkent region, as well as ensure legality in this area.

The law will help to ensure objective consideration of applications of citizens for permanent residency and abolish abuses, as well as ensure order of law and public security in Tashkent region.

The law envisages to approve list of category of persons – citizens of Uzbekistan, subject to permanent residency in Tashkent city and Tashkent region.

According to the law, citizens of Uzbekistan, possessing habitation, purchased in line with legislation, have right to receive permanent residency in Tashkent city and Tashkent region and their direct relatives.

People under wardship can be registered to the habitation of their guardians and trustees. Right to permanent residency in Tashkent city and Tashkent region have under age blood brothers and sisters, who have not parents, as well as disabled blood brothers and sisters. They can be registered to habitation of their brothers or sisters.

The law said that spouses, if they live together at least a year, can receive permanent residency and registered to the habitation of their husband or wife.

Citizens, who have permanent residency in Tashkent, can get permanent residency in Tashkent city or Tashkent region if they move to other address. At the same time, citizens of Tashkent region can obtain permanent residency in Tashkent region if they move to other address.

Citizens of Tashkent city and Tashkent region can receive registration if they return home after competing education, work, long-term business trip and release from jail.

Citizens, elected and appointment to state posts by both chambers of Oliy Majlis, President, Cabinet of Ministers or with agreement of President, and their relatives (spouses and children) can obtain registration in Tashkent city or Tashkent region to the period of their tenure.

Right to permanent residency in Tashkent city and Tashkent region can also receive citizens, who were elected to local parliaments, and their relatives during their tenure.

High-skilled specialists, invited to the state and economic bodies, other state organizations, and their relatives can receive registration in Tashkent city or Tashkent region during their tenure. Head of the organization should submit request for permanent residency.

Te law said that military personnel and their family can also receive registration in Tashkent city and Tashkent region.
