President signs law “On holding under arrest at investigation of criminal case”
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a law “On holding under arrest at investigation of criminal case” on 29 September 2011.

Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 27 July 2011 and Senate approved it on 26 August 2011.

The law sets main principles, bases, terms of holding under arrest, and determines rights of detainees and prisoners at jail, as well as guarantees.

The document also set order of communication of detainee with lawyers, legal representatives, Human Rights Commissioner of Oliy Majlis of Uzbekistan (Ombudsman) at jails and others.

The law will help to further liberalize criminal, criminal-procedural legislation and judicial-legal system.

The document said that detained and arrested persons are innocent till their guilty is proved in line with legislation and by the court.

The law said that it is prohibited to discriminate detained and arrested persons on their sex, race, nationality, language, religion, social origin, faith, personal and public position.

The document underlined that detained and arrested persons cannot be tortured or treated with cruel, inhuman or disparagement acts.

President also approved a law “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with adoption of the law “On holding under arrest at investigation of criminal case”.

The document envisages to introduce changes to Criminal-Procedural Code of Uzbekistan, which set responsibilities of police officers to inform prosecutor about arrest and other amendments directed at protection of detainees’ rights.
