President signs law “On electronic commerce” in new edition
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a law “On electronic commerce” in new edition on 22 May 2015.

Legislative Chamber of Oliy Majlis of Uzbekistan passed the document on 17 April and Senate approved it on 15 May. The document came into force on 23 May.

The law consists of 20 articles. The document regulates relations in electronic commerce.

The law noted that electronic commerce is purchase and sale of goods, works and services, conducted in line with agreements, signed with use of information systems.

The main principles of electronic commerce is freedom of conducting business activity, voluntary signing agreement, equal conditions for participation, as well as protection of rights and interests of the participants of electronic commerce.

Electronic documents, as well as information, registered in electronic form, allowing to identify its sender, will be equal to paper documents in electronic commerce and can be used as evidence of signing agreement, the document said.

The agreement in electronic commerce cannot be refused on the basis that it was signed with use of information systems.

The offer in electronic commerce is formed as an electronic document and the users can accept the offer in electronic form or via execution of actions in offer.

The law said that the seller of goods (works, services) in electronic commerce can be legal entities and individual entrepreneur.

The law determines rights and obligations of the buyers and sellers. The law also sets requirements to offer in electronic forms. The offer should include name of seller, postal and electronic address, conditions and ways of payment of goods, etc.

The law also includes article on use of personal data in electronic commerce. The law banned used of personal data for other goals, except within the electronic commerce agreement, and transfer them to the third persons.

The personal data cannot be used for dissemination of offers or advertisements, including newsletters, without permission of the owners of data.
