President of Uzbekistan: Up to 75% of Corruption Cases Occur at the Grassroots Level
Tashkent, Uzbekistan (UzDaily.com) — On 29 July, President Shavkat Mirziyoyev reviewed a report on measures to combat and prevent petty corruption, which, according to experts, accounts for up to 75 percent of all detected cases and is most acute at the city and district levels.
Emphasizing that the fight against corruption directly affects the interests of society as a whole, the head of state noted that despite the measures being taken, bureaucratic barriers and corruption loopholes persist in a number of organizations and agencies. He stressed that citizens continue to face such problems in local administrations, cadastral services, banks, and tax authorities.
In line with the Presidential decree of 21 April, a special department has been established under the Prosecutor General’s Office to analyze factors contributing to corruption. More than 200 experts at the Law Enforcement Academy and the scientific-educational center are systematically studying the causes and conditions that create fertile ground for violations.
In total, over 100,000 law enforcement officers have been engaged in this work. However, as the President pointed out, efforts so far have largely focused on addressing the consequences of corruption, while preventive measures remain insufficient.
It was reported that the country currently has 43 oversight bodies and compliance units established in all ministries, yet their effectiveness still requires significant improvement. The President instructed that approaches to evaluating the performance of government structures be revised: from now on, the key criterion will be not only the reduction in corruption-related crimes but also the number of prevented cases.
Particular attention was given to ensuring transparency in the allocation of land plots. Despite the introduction of digital mechanisms, violations are still being recorded at the local level. In this regard, the President ordered a detailed analysis of data from the cadastral service, Uzbekcosmos, construction and sectoral organizations, and the implementation of measures to fully eliminate illegal practices.
The President also stressed the need for full digitalization of the prosecutor’s office system and the introduction of digital monitoring in all areas, which will eliminate subjective factors and enhance transparency.
He also recalled the recommendations of the National Anti-Corruption Council to parliamentary committees, including studying the causes of corruption at the mahalla level, reducing the number of direct contracts in the public procurement system, and fostering a culture of zero tolerance toward corruption among youth.
Responsible officials reported to the President on the work carried out and presented proposals to further increase the effectiveness of efforts to combat petty corruption.
