President of Uzbekistan reduces staff in government agencies

Tashkent, Uzbekistan (UzDaily.com) —  President Shavkat Mirziyoyev issued a decree to reduce the number of managerial staff in government agencies.

Currently, Uzbekistan has 21 ministries, 14 committees, 26 agencies, and 9 inspections, totaling 70 bodies of the republican executive authority.

The decree aims to streamline the staffing of both republican and local executive authorities, including a reduction in the number of deputy heads of ministries and departments within the economic complex to enhance management efficiency.

This measure is part of the administrative reforms in New Uzbekistan and is intended to create a "compact system of public administration" that meets modern requirements.

The maximum allowable number of managerial staff for the 70 government bodies has been set at 53,560 individuals. Previously, the number of positions was 56,509, indicating a reduction of 5.2% (2,949 positions).

The number of employees in republican bodies financed from the state budget will decrease from 51,950 to 49,105 (a reduction of 2,845), while those financed from extrabudgetary funds will decrease from 4,919 to 4,455 (a reduction of 464).

Specifically, the Ministry of Economy and Finance will see its staff reduced by 580 to 5,626, although the number of deputies increased from 7 to 8.

The Ministry of Investments, Industry, and Trade will reduce its staff to 1,024 (down 336), and the Ministry of Employment and Poverty Reduction will reduce its staff to 3,234 (down 1,416).

Conversely, the Customs Committee's staff increased by 693 to 4,690, and the Committee on Family and Women saw an increase from 152 to 585 (+433).

Meanwhile, the maximum number of managerial staff in regional khokimiyats (excluding Tashkent region) will rise from 52–57 to 61–70 units, totaling 763.

The number of staff in the administrative apparatus of the khokimiyats of the regions and the city of Tashkent will increase from 706 to 886, including project offices for master plan development—46.

However, the maximum number of staff in the administrative apparatus of the khokimiyats of regional centers and the capital of Karakalpakstan will decrease from 445 to 330, while those in cities of regional subordination will decrease from 485 to 348, and in rural district khokimiyats from 5,173 to 3,809, and in Tashkent district khokimiyats from 568 to 359.

The reduction in staff in khokimiyats is linked to the abolition of the Agency for Makhalla and Entrepreneurship Development, with its functions being transferred to the Ministry of Employment.

It is worth noting that at the beginning of last year, the staff of ministries and departments was reduced by 17,447 units (24%). The number of deputy heads of ministries and departments decreased from 207 to 144, then increased to 163, and has now risen again to 164.
