Responsibility established for non-compliance with educational activity rules

Tashkent, Uzbekistan (UzDaily.com) – The Legislative Chamber of the Oliy Majlis has reviewed the draft law “On amendments and additions to certain legislative acts of the Republic of Uzbekistan, aimed at defining the procedure for conducting educational activities.”

The document was developed by a group of deputies based on the right of legislative initiative.

According to the document, a new Article 59-4 will be introduced into the Code of Administrative Responsibility, establishing responsibility for non-compliance with educational activity rules by individuals not authorized to conduct such activities or for violating restrictions prescribed by legislation.

The "Education Law" will be supplemented with Article 14-1, which outlines the requirements for conducting educational activities. This type of activity, not covered by state educational standards, aims to develop skills and qualifications for personal, intellectual, and spiritual growth, enhance social and economic activity, demonstrate intellectual and creative potential, as well as improve individual potential and communication skills.

Educational activities may be carried out by executive authorities, local government bodies, citizen self-government bodies, as well as individuals and legal entities that comply with legislative requirements.

The document also defines the categories of persons prohibited from engaging in educational activities and establishes that the procedures, forms, requirements, and conditions for conducting such activities will be determined by the Cabinet of Ministers.

According to deputies, the adoption of the bill will lead to the regulation of educational activities and increase the responsibility for illegal conduct of such activities.

The bill was approved by the deputies in the third reading.
