Uzbekistan to change the procedure for providing state social support

Tashkent, Uzbekistan (UzDaily.com) – President Shavkat Mirziyoyev of Uzbekistan has signed a resolution “On the Radical Improvement of the Procedure for Providing State Social Support to the Population.”

According to the resolution, Uzbekistan will gradually ensure the complete automation of processes related to the assignment, provision, monitoring, and evaluation of social payments and subsidies, as well as social services and assistance. To achieve this, an information system called “Social Card” will be introduced.

Measures will be taken to eliminate the need for citizens seeking social assistance to gather documents in order to receive social services, assistance, and payments, as well as other forms of state social support.

Additionally, the resolution allows for the receipt of state social support in a targeted, timely, remote, and proactive manner.

The President has instructed measures to simplify interactions between the government and business entities by developing digital services as part of social insurance implementation.

Efforts will also be made to enhance the efficiency of state bodies and local authorities providing state social support at the national, regional, district (city), and mahalla levels.

According to the resolution, starting from December 1, 2024, social payments, services, and benefits will be administered using the “Social Card” information system.

From 1 April 2025, the confirmation of an individual’s status as a person with a disability, student, pupil, war veteran, or equivalent status will be managed through this system.

Paper certificates and documents for disability, student IDs, pupil IDs, as well as war veteran or equivalent status certificates will be abolished and replaced with the social card.

Benefits for using public transport, railways, aviation, and river transport, as well as linear taxis for persons with disabilities and other eligible categories, will also be provided through this system.

Benefits for free or partially subsidized access to state social facilities, cultural and entertainment events, and other activities regulated by ticketing operations will be available through the “Social Card” system.

From 1 July 2025, the system will handle the refund of VAT within one business day to individuals listed in the “Unified Register of Social Protection” for certain goods or services.

From 1 October 2025, the provision of social services and assistance, subsidies, grants, benefits, social guarantees, and other material payments funded by the budget will be administered through the “Social Card” system according to the approved Government schedule.

From 1 January 2026, all benefits and social guarantees established by legislation will be provided using social cards.

From 1 October 2025, pensioners will be able, if they wish, to receive their pensions for old age, disability, and loss of breadwinner through the social card.
