Uzbekistan intends to introduce criminal liability for violations in construction

Tashkent, Uzbekistan (UzDaily.com) -- The Legislative Chamber of the Oliy Majlis adopted a bill aimed at strengthening liability for violations in the field of urban planning. This was reported by the press service of the lower house of parliament.

The document envisages amendments to the Code of Administrative Responsibility, Criminal and Criminal Procedure Codes.

The main purpose of these changes is to improve seismic safety measures.

According to the changes, criminal liability will be introduced for unauthorized construction, demolition of basement or first floor structures in a residential building, as well as for violating the rules for accepting objects into operation if the violation is repeated after the imposition of an administrative fine.

The new version of Article 229-3 of the Criminal Code stipulates punishment in the form of correctional labor for up to 3 years, restriction of freedom for 1-3 years, or imprisonment for the same period. In case of grave consequences (including human casualties), the term of imprisonment is increased to 3-5 years.

For a more precise qualification, each offense in the Code of Administrative Responsibility will be highlighted in a separate paragraph. Also, in order to prevent corruption, it is proposed to replace the ranges of administrative fines with fixed amounts.
