Forensic experts and appraisal organizations have additional obligations

Tashkent, Uzbekistan (UzDaily.com) -- At the fifty-second plenary meeting of the Senate, the Law “On introducing additions and changes to certain legislative acts of the Republic of Uzbekistan in connection with further improvement of valuation activities” was discussed.

It was noted that in recent years, our country has taken a number of systemic measures to ensure the inviolability of private property and the formation of the real market value of property, as well as ensuring its reliability.

At the meeting it was emphasized that at present some problems remain related to valuation activities in accordance with current legislative acts.

In particular, general rules and assessment procedures have not been established for forensic experts and assessment organizations.

As a result, there was a need to make changes and additions to regulations in order to improve this area.

Thus, in accordance with the amendment made to the Law “On Valuation Activities”, an appraiser can also take part as an expert in inspections and other activities carried out by appraisal, control or law enforcement agencies only on the basis of an agreement concluded between the appraisal organization and these bodies.

According to the amendments to the Law on Forensic Expertise, forensic experts with at least three years of experience can conduct forensic examinations to determine the scientific validity of the methods used in assessment reports.

The obligation of a forensic expert to comply with the established requirements for his conclusion when conducting inspections, as well as legislative acts in the relevant area, is provided.

The senators noted that the additions and changes serve to eliminate problems when checking the reliability of assessment reports, reduce unnecessary expenses of citizens, and also introduce a unified approach to determining the real value of property in the republic.

The law was approved by senators.
