All contradictions and ambiguities in the legislation are interpreted in favor of the person

Tashkent, Uzbekistan (UzDaily.com) -- The law signed by the President of Uzbekistan introduced changes and additions to some legislative acts.

In accordance with the amendments made to the Law “On the Commissioner of the Oliy Majlis for Human Rights (Ombudsman)”, it is established that the Commissioner, in accordance with the Constitution of the Republic of Uzbekistan, has the right, as a legislative initiative, to submit legislative proposals to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.

In accordance with the amendments made to the Constitutional Law “On the results of the referendum and the basic principles of the organization of state power,” it is established that a deputy of the Legislative Chamber cannot simultaneously be a deputy of the Jokargy Kenes of the Republic of Karakalpakstan, representative bodies of state power of regions, districts, and cities.

In accordance with the amendments made to the Constitutional Law “On the Senate of the Oliy Majlis of the Republic of Uzbekistan”:

Members of the Senate (senators) are elected in equal numbers - four people each - from the Republic of Karakalpakstan, regions and the city of Tashkent by secret ballot at the relevant joint meetings of deputies of the Jokargy Kenes of the Republic of Karakalpakstan, representative bodies of state power of regions, districts and cities from among these deputies.

Nine members of the Senate are appointed by the President of the Republic of Uzbekistan from among the most respected citizens with extensive practical experience and special merits in the field of science, art, literature, production and other areas of state and public activity.

Also, the Chairman of the Board of the Central Bank may attend meetings of the Senate and its bodies.

In addition, it is established that the same person cannot serve as Chairman of the Senate for more than two consecutive terms.

The Senate, in accordance with the Constitution, has the right to submit legislative proposals to the Legislative Chamber by way of legislative initiative.

The procedure for preparing, considering legislative proposals and submitting them to the Legislative Chamber is determined by the Rules of Procedure of the Senate.

It is also established that the same person cannot be the Speaker of the Legislative Chamber for more than two consecutive terms.

In accordance with the amendments made to the Law “On the status of a deputy of the Legislative Chamber and a member of the Senate of the Oliy Majlis of the Republic of Uzbekistan”, a deputy and senator are granted paid annual leave of 36 working days (except for cases where the law provides for a longer leave).

According to the amendments made to the Law “On Regulatory Legal Acts”, all contradictions and ambiguities in the legislation that arise in a person’s relationship with government agencies are interpreted in favor of the person.
