Civil servants are prohibited from being founders of business entities

Tashkent, Uzbekistan (UzDaily.com) -- The Law "On the State Civil Service" was signed by the President of Uzbekistan Shavkat Mirziyoyev.
The law defines the procedure for passing the civil service in state bodies, state administration in this area, the legal status of civil servants.
When passing the state civil service, the Labor Code applies to relations not regulated by this Law.
A civil servant has the right to refuse to fulfill illegal orders and requirements of the management of a state body, and also has the right to provide state protection in case of reporting facts of corruption offenses.
A civil servant is prohibited from engaging in entrepreneurial activities, being a founder of business entities, opening accounts outside Uzbekistan, and acquiring real estate abroad.
A civil servant must submit a declaration of income and assets.
The register of civil service positions approved by the President is maintained by the Civil Service Development Agency.
Citizens of Uzbekistan who speak the state language and meet the relevant qualification requirements are admitted to the civil service.
Civil servants have a 5-day work week and work no more than 40 hours a week.
The remuneration of a state civil servant includes:
base salary;
additional payment for years of service;
additional payment for the qualification rank;
additional bonus for achieving key performance indicators;
incentive payments following the results of the reporting period.
Civil servants are subject to disciplinary sanctions in the form of reprimands, fines, demotions, demotions, and dismissal.
Civil servants are granted an annual basic leave of at least 27 days.
The law comes into force in 3 months from the date of its official publication.
