Tashkent, Uzbekistan (UzDaily.com) – The next congress of the Chamber of Commerce and Industry of Uzbekistan was held.
The congress was attended by 297 delegates from all regions of the country, representatives of a number of ministries, state and public organizations, as well as business entities.
Opening the event, the Chairman of the Senate of the Oliy Majlis T. Narbayeva spoke about the reforms in the country in the field of entrepreneurship, systemic measures to support entrepreneurship, the conditions created in this industry, and the efforts of the Chamber of Commerce and Industry to develop entrepreneurship.
Also during the Congress of the Chamber, business ombudsman D. Kasimov, Minister of Justice of the Republic of Uzbekistan R. Davletov spoke about the work done to develop entrepreneurship in their areas.
At the congress, the report of the Chamber of Commerce and Industry of the Republic of Uzbekistan for 2017-2021 was heard, and priorities for the future were identified.
In particular, in the field of protecting the rights of entrepreneurs, the system attracted qualified personnel, and about 400 thousand claims were filed in the interests of entrepreneurs.
It is noteworthy that before the reorganization of the chamber, that is, in 2013-2016, this figure was only 38 thousand.
It should be noted that the Chamber pays special attention to the issue of pre-trial settlement of disputes, and to date, 6,000 disputes between entrepreneurs have been resolved by mutual agreement. In addition, the Tashkent International Arbitration Center has been established at the Chamber to resolve disputes at the international level with the participation of entrepreneurs, international arbitrators have been involved, and the Center is currently considering commercial disputes.
The Chamber also carried out a number of measures to improve the business and investment climate, especially as an authorized body to assess the impact of regulatory legal acts on business entities, more than 3300 public examinations of draft regulatory legal acts developed by ministries and departments were carried out.
It should be noted that in about 58% of these projects, norms were identified that create difficulties and conditions for the development of corruption. Objections were raised by the Chamber of Commerce and Industry, which were subsequently taken into account in the course of finalizing the regulatory legal acts.
It was also noted about the work done by the Chamber in the field of business promotion. In particular, for the development of entrepreneurship in the regions, 206 Entrepreneurship Support Centers have been created in all districts and cities, an integrated business support system has been created. It was noted that the centers provide entrepreneurs with more than 600 thousand business services, 95% of which are free.
In the activities of the Chamber, special attention was paid to promoting business among the population; over the past four years, more than 300,000 small businesses through the population’s interest in entrepreneurship, training them in business and starting their own business in the future.
In order to identify changes in the business environment and problems in business, the Chamber conducted more than 60,000 surveys and prepared proposals for their solution in the industry.
The Chamber of Commerce and Industry has established 14 training centers for entrepreneurship education and staff development, where more than 100,000 people have been trained.
In accordance with the instruction of the President of December 25, 2020 on training and orientation of youth to entrepreneurship, this year more than 140 thousand unemployed young people will be trained in the basics of entrepreneurship and will be sent to business.
On the initiative of the head of our state, the Turkish University of Economics and Technology in Tashkent, one of the leading universities in the world, was established under the Chamber. Training has begun in the areas of "international business and entrepreneurship" and "e-commerce and technology management".
In the field of foreign economic activity, systematic work is being carried out, the Chamber of Commerce and Industry has concluded 89 agreements on cooperation with foreign chambers and partner organizations to ensure the integration of the economy into world economic processes.
Based on these agreements, 250 business forums, exhibitions and fairs were held, of which 116 were organized abroad. As a result, more than 600 enterprises exported products worth USD 550 million. It should be noted that with the support of the Chamber, more than 600 enterprises with foreign capital have been created in the country, and the volume of attracted investments is 847 million US dollars.
Another priority of the chamber is the development of handicrafts.
In 2017, the Hunarmand Association was radically reformed, where today the Chamber and the Association have merged into a single system. Over the past four years, in order to financially support artisans, the state has allocated about 1 trillion. soums. In order to teach the younger generation the skills of folk crafts and handicrafts, 34 handicraft centers, 40 House-museums and more than 4.6 thousand workshops teaching handicrafts according to national traditions “Ustoz-shogird” were created, as a result of which more than 200,000 people were employed.
At the initiative of the President of the Republic of Uzbekistan in September 2019, the International Crafts Festival was organized in Kokand with the participation of 600 guests from more than 80 countries.
At the same time, in December 2020, by unanimous decision of the members of the World Crafts Council, the Presidency of the World Crafts Council for the Asia-Pacific region was transferred to the Republic of Uzbekistan.
In addition, the issues of the election of the Presidium of the Chamber of Commerce and Industry of Uzbekistan, the report of the Audit Commission of the Chamber, as well as amendments to the Charter of the Chamber were put to the vote and approved by the delegates.
The tasks and priority directions of further activities of the Chamber of Commerce and Industry of Uzbekistan and its regional divisions have been determined.
