The authority of khokimiyats to directly allocate land was abolished

Tashkent, Uzbekistan (UzDaily.com) -- The authority of khokimiyats to directly allocate land was abolished. This is envisaged by the presidential decree “On measures to ensure equality and transparency in land relations, to ensure reliable protection of rights to land and to convert them into market asset”.
According to the decree, from 1 August 2021, the following authority of khokimiyats in the field of land use will be canceled:
direct allocation of land plots, provision for use, reservation, consolidation, provision of land for improvement or disposal of land plots in a different way;
establishment, recognition, change, cancellation of rights to land plots by state authorities of the district and city;
conversion of irrigated land to non-irrigated land or to another land category and conversion of non-irrigated agricultural land to another land category;
allocation of land for community gardening, viticulture and gardening, as well as auxiliary agriculture;
establishment of investment obligations in relation to privatized land plots or other obligations limiting the free disposal of private property.
A Republican Council was formed, as well as local territorial councils for early detection of violations of land legislation and coordination of activities aimed at preventing them, where the prosecutor's office is the working body.
Cadastral authorities, upon revealing the misuse of a land plot, can apply directly to the court with a claim to terminate the right to this land plot, as well as to remove illegally constructed buildings.
It is prohibited for state authorities to initiate the direct allocation of land plots or otherwise to establish privileges and exceptions.
