Tashkent, Uzbekistan (UzDaily.com) -- The Minister of Finance of Uzbekistan Timur Ishmetov met with experts from the World Bank, the International Labor Organization and the United Nations Children’s Fund. The topic was the “Improvement of the domestic system of social protection of the population until 2025”.
On behalf of the republic, the meeting was also attended by Deputy Minister of Finance Djamshid Abruev, Executive Director of the Off-budgetary Pension Fund Abdulaziz Khaydarov and other responsible persons of the Ministry. International organizations were represented in person and online by the head of the UNICEF Office in our country, Munir Mammadzadeh, the head of the Social Policy Department of the UNICEF Office in Uzbekistan, Tinatin Baum, the Regional Director of the ILO Office for Europe and Central Asia, Olga Kulaeva, the ILO expert Jose Pacheco Jimenez, the social protection specialist of the ILO Office for Europe and Central Asia, Yasmina Papa, senior economists of the World Bank Madalena Honorati, William Seitz, the social protection specialist of the World Bank Office in Uzbekistan, Marina Novikova and others.
At the beginning of the event, Timur Ishmetov noted the important role of cooperation with international partners for the development of various areas and expressed gratitude for their support. In particular, the ILO helped develop the Concept of the Strategy for Social Protection of the Population of the Republic of Uzbekistan for 2021–2030 and is now participating in the preparation of the strategy itself. The World Bank allocated soft loans for $145 million for the projects "Taking urgent measures to counteract the COVID-19 coronavirus infection in Uzbekistan" and "Strengthening the social protection system of the population", provided methodological assistance to improve the sphere, assisted in the creation of a mechanism for determining the need and a draft Concept for the reform of the pension system. The UNICEF Office provided financial, technical and methodological assistance in the development and implementation of the information system "The Single Register of Social Protection", equipping district Pension Fund departments with computers and printers, preparing proposals for the reform of the social benefits system and creating a mechanism for determining need.
The Single Register of Social Protection is an information system for providing state social services and assistance to the population using interdepartmental electronic interaction. Automation of the processes of assigning and paying social benefits made it possible to eliminate human interference and, accordingly, reduce corruption factors in the process of assigning social benefits, eliminate the subjectivity of decision-making and create a transparent system for providing state social assistance.
The parties discussed proposals for improving social protection of the population, taking into account successful global approaches. The issues of social assistance and services, insurance and employment are considered separately.
The need to continue cooperation for the qualitative development of the draft Strategy of social Protection of the population of the Republic of Uzbekistan for 2021–2030 was emphasized. Special attention is paid to further digitalization of specialized public services, including improving the capabilities of the "Unified Register of Social Protection" and training specialists.
On 29 April 2021, the Ministry of Finance of the Republic of Uzbekistan held a meeting chaired by Adviser to the Prime Minister Olimjon Umarov, dedicated to further improving the functionality of the information system "The Single Register of Social Protection". The meeting was attended by representatives of more than 20 ministries and departments, discussed the work done to develop a Unified Social Register, as well as further actions to improve this system.
