Tashkent, Uzbekistan (UzDaily.com) -- This year, to provide housing for 54 thousand families in the country, it is planned to build a total of 45 thousand houses under the state mortgage program, which is two times more than last year, and to issue new mortgage loans to the population.
In this regard, the head of state and the Cabinet of Ministers issued a number of decrees and resolutions on the implementation of relevant tasks.

On 25 March 2020, a resolution was adopted "On the procedure for paying subsidies to citizens for housing according to the approval of the charter." Accordingly, a system of payment of subsidies from the state budget has been introduced. From this:
- Under the leadership of the first deputy khokim of the district (city) for financial and economic issues and poverty reduction, commissions for the selection of applicants for subsidies have been fully formed and their activities have been coordinated;
- The software created by the Public Services Agency is connected to the lower (2100) organizations of 10 responsible organizations (cities) of the districts;
- Organized systematic work with the Ministry of Finance, the Central Bank and commercial banks to prevent problems that may arise when paying subsidies;
- Ministry officials organized workshops in the regions (Andijan, Namangan, Fergana, Syrdarya, Jizzakh) to consider subsidies for mortgage loans to employees of 10 responsible organizations (cities) in the regions.
As well as a social telegram organized by the Ministry of Finance, the Public Services Agency and officials of the Ministry to provide practical assistance to employees of 10 agencies (cities) in considering subsidies through the channel "Subsidy PKM-182" (1548 members), a system of daily consultations of specialists was created.
At the same time, in pursuance of paragraph 7 of the Resolution of the Cabinet of Ministers 182 of March 25, 2020, the specialists of the ministry have developed a "software system for calculating points of individuals based on points that pay a subsidy for the purchase of housing."
The integration of the software with a single interactive portal of public services has been completed, and today applications from the population and their assessment are carried out directly through this system.
Accordingly, citizens can independently submit applications once a year through public service centers or the Unified interactive portal of public services.
Within one hour from the date of filling out this application, it is sent electronically for assessment in accordance with the established procedure to the following responsible organizations, namely the Medical Association, the Department of Internal Affairs, the Department of Finance, the State Tax Inspectorate, the Employment Assistance Center, the State Enterprise for Land Management and Real Estate Cadastre, District (City) Community and Family - Support Departments, District (City) Council of the Youth Union of Uzbekistan, District (City) Khokimiyat and participating commercial banks.
The submitted applications are submitted to the commission by the responsible organizations within five working days after checking the compliance of the applicant with social criteria on the basis of the submitted documents in comparison with the existing database in the organizations.
The Commission, within two working days, considers the documents submitted for the identification of applicants, and the results of the assessment of the responsible organizations, and issues a notification on the grant or refusal of the subsidy.
Currently, 9,584 electronic applications are being reviewed by the responsible entities, and 6,142 applications have been submitted to the Commission for the Appointment of Subsidies, including:
- 3762 under consideration by the commission;
- 1,360 applications were rejected due to non-compliance with the criteria;
- A positive decision was made on 1020 applications.
In order to improve the mechanisms of housing construction, the issuance of mortgage loans and the payment of subsidies within the framework of the new procedure for the provision of housing for mortgage loans based on market principles, introduced by the President of the Republic of Uzbekistan on 11 March 2021 "On the provision of mortgage loans based on market principles", and decree "On additional measures for housing construction ”.
According to this Decree:
-Now, at least 15% of the cost of the same apartment in rural and urban areas will be allocated for the initial payment on mortgage loans, as well as subsidies from the state budget to families in need of housing improvement in the amount of 10% of the amount of the cost of housing
-The maximum norms for the area of purchased apartments for 2021, as well as the estimated cost of housing in urban, rural and Tashkent cities have been established;
-The procedure for granting loans for the construction and reconstruction of individual housing has been introduced in all regions of the country.
- Subsidies from the state budget will be allocated starting next month after the completion of the construction of individual housing to cover part of the interest rate on mortgage loans for families in need of housing improvement, in excess of 10 percentage points.
- local khokimiyats and the Ministry of Construction were assigned specific tasks for land allocation and high-quality construction.
In particular, in accordance with the Decree, apartment buildings will be built in rural areas of the Republic of Karakalpakstan and in all regions (in the territories adjacent to cities and regional administrative centers). These apartments will be placed in accordance with the procedure for renting housing in the state housing stock to citizens in need of better housing conditions, as well as houses purchased by women.
In addition, by the decree of the President of the Republic of Uzbekistan No. PF-6186, from 1 June 2021, a simplified procedure for the payment of subsidies to cover part of the initial payment and interest payments on a mortgage loan will be introduced:
applications for subsidies can be submitted throughout the year;
if the average monthly income of the applicant is small, then it may also include the income of close relatives;
the applicant is prohibited from requesting documents (information) that can be obtained through the Information System "Unified Register of Social Protection of the Population;
the period for issuing subsidized notifications after submitting an application will be reduced to 7 days and fully automated;
Grant notices are valid for 12 months from the date they are issued.
Within the framework of the target parameters approved by the decree, in 2021, within the framework of the new order, mortgage loans will be allocated for 33 114 housing units, including 17 354 apartments in cities, 9 260 apartments in villages and 6 500 individual houses.
Also, 23 460 citizens in need of better housing conditions and low incomes will receive 960.4 billion sums from the state budget, determined by the distribution of subsidies.
Currently, the Ministry of Finance has allocated a total of 2.968 billion soums to commercial banks in 2020-2021 to provide mortgage loans to the population under the new order (1.778 billion soums in 2020 and 1.190 billion soums in 2021). At the expense of these resources, as of 1 April 2021, commercial banks provided the population with mortgage loans for 2,533 billion soums (1,746 billion soums in 2020 and 787 billion soums in 2021).
Due to these resources, as of 19 April 2021, commercial banks provided 12,138 citizens with mortgage loans for 2 638 billion soums (1,747 billion soums in 2020 and 891 billion soums in 2021).
The estimated cost of housing for 2021 was 280.0 million soums in rural areas, 364.0 million soums in cities, 399.0 million soums in Tashkent, the maximum amount of mortgage loans per borrower - 238 million soums in rural areas, 309.4 million soums in cities, 339.1 million soums in Tashkent, the maximum subsidy for a part of the down payment - 28.0 million soums in rural areas, 36.4 million soums in cities, 39, 9 million soums in the city of Tashkent.
In 2020-2021, low-income families and those in need of better housing conditions in urban and rural areas will be allocated 126 billion soums from the state budget in the form of subsidies to 3,750 families to cover part of the down payment and interest payments on mortgage loans.
According to the new order, in 2021, 60 billion soums of subsidies were paid to 3226 families from the state budget under the 2020 program for low-income families and those in need of better housing conditions, and 14 billion soums of the initial payment and 46 billion soums of interest payments were paid.
This year alone, 583 families received a mortgage loan for 14 billion soums to cover part of the initial payment, 755 families were allocated to cover part of interest payments in the amount of 11 billion soums in the form of mortgage loan subsidies.
The President’s decree also approved the proposal of the Senate of the Oliy Majlis of the Republic of Uzbekistan to establish the Khalkparvar Commission with the participation of senators, deputies and public activists in order to further strengthen social cooperation, fair distribution and effective use of compensations, subsidies and other benefits provided by the state.
Taking into account the importance of the role of the People’s Commission, the Resolution of the Senate Council No. KQ-203-IV dated March 15, 2021 established parliamentary and public control over the implementation of housing construction priorities and the development of the mortgage market. The standard composition and the standard charter of the "Khalkparvar" commission at city councils have been approved.
The "Halkparvar" commissions carry out certain measures aimed at allocating land plots for the construction of residential buildings to local governments and responsible state bodies, timely and high-quality construction work, the selection of subsidized citizens, the establishment of public control over activities to form a list of citizens in need of housing improvement. conditions, as well as prevention of bureaucracy, censorship and other violations in this area.
At the same time, the Ministries of Housing and Communal Services and Development of Information Technologies and Communications were instructed to provide practical assistance to the Councils of People’s Deputies in the creation and work of the " Halkparvar " commissions.
When organizing the activities of the " Halkparvar " commissions, it is advisable to pay attention to the following. In particular, to the Ministry of Finance and regional financial bodies of the “Halkparvar” commissions:
information on subsidies allocated from the state budget in the amount of 10 percent of the estimated cost of housing to cover part of the initial payment on a mortgage loan to citizens in need of better housing conditions;
citizens who are homeless, who have found themselves in difficult living conditions and who are registered in the Information System "Unified Register of Social Protection of the Population" should be provided with information on the payment of monetary compensation in order to cover part of the cost of renting housing at the expense of the local budget.
The Ministry of Economic Development and Poverty Reduction asks to organize the provision of information to the commission on the purchase of 1,000 square meters of housing for citizens in need of better housing conditions, including the temporary placement of women on the basis of the right to lease, as well as on the placement of citizens in need on the right to lease.
