Labor migrants to receive microloans

Tashkent, Uzbekistan (UzDaily.com) -- A presidential resolution “On measures to introduce a system of safe, orderly and legal labor migration” was adopted.

In accordance with the resolution, a system of safe, orderly and legal labor migration is being introduced.

One of the main directions of this system is the effective establishment of the practice of teaching professions and foreign languages to citizens of Uzbekistan before leaving for work abroad, the introduction of a system for issuing them internationally recognized certificates confirming their professional qualifications.

According to the resolution:

The Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of regions and the city of Tashkent carry out general management of the regional branches of the Agency for External Labor Migration;

The heads of regional branches are simultaneously assistants to the Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of regions and the city of Tashkent;

Regional branches conclude agreements with foreign employers, and also send citizens abroad.

In accordance with the resolution, by 1 January 2021, the following will be created:

test center "Japanese language and professional qualifications" on the basis of the monocenter "Ishga Markhamat" in the city of Tashkent;

the school of welders on the basis of the Ishga Markhamat monocenter in the city of Fergana;

a training center for training workers on the basis of the Ishga Markhamat monocenter in the city of Gulistan;

Training centers "IT School" on the basis of public-private partnerships, training centers for teaching foreign languages and professional training in the service sector on the basis of professional educational institutions of the Namangan region.

Also, from 1 January 2021:

the procedure for issuing microloans to persons recognized through the information system "Unified Register of Social Protection" as a member of a low-income family and traveling abroad through organized labor migration for temporary labor migration;

microloans are issued in the amount of up to 10 million soums for a period of 1 year to cover the costs associated with employment abroad;

part of the microloan interest rate that exceeds the Central Bank’s base rate, but not more than 1.5 times the base rate, is compensated.

According to the resolution, from 1 January 2021, the implementation of temporary labor migration abroad through organized labor migration is equated to the types of activities (work, services) that self-employed persons can engage in, and the procedure for paying taxes and calculating the amount of pension established for self-employed persons applies to them.

Until 1 January 2021:

 

- a representative office of the passport and visa service of the Ministry of Internal Affairs of the Russian Federation will be opened in Uzbekistan and this representative office will provide services for the preparation, registration and issuance of a permit (patent) for temporary labor activities;

- in order to provide legal assistance to the citizens of Uzbekistan, carrying out labor activities in the Russian Federation, Kazakhstan, the Republic of Turkey, agreements will be concluded with lawyers’ organizations of these states;

- representative offices of the Agency for External Labor Migration will be opened in the cities of Yekaterinburg, Novosibirsk, Samara, Ufa, Shymkent and Istanbul.

The amount of one-time financial assistance paid to citizens who find themselves in a difficult financial situation in foreign countries, who are left without documents confirming their identity and means of subsistence, will be increased to two sizes of basic estimated values (previously there was 1 size of basic estimated value).

Also, an online platform will be created to provide legal assistance to labor migrants and a "Call Center" will be organized in the Russian Federation.

From 1 January 2021, persons recognized through the information system "Unified Register of Social Protection" as a member of a low-income family, and who returned after carrying out temporary work abroad:

a subsidy is paid in the amount of up to 10 times the amount of basic estimated value;

the part of the loan interest rate that exceeds the base rate is compensated

The Central Bank, but not more than 1.5 times the size of the basic rate, on loans allocated for entrepreneurial activities.

Along with this, a continuous "hotline" will be organized on the short number "1282", which will allow receiving applications on issues related to the implementation of temporary work abroad.
