Tashkent, Uzbekistan (UzDaily.com) -- As President Shavkat Mirziyoyev has repeatedly noted in his speeches, the digital transformation of all socio-economic life is one of the most important tasks of Uzbekistan in the near future.
In matters of digitalization, special attention is paid to the widespread implementation of the principles of e-government in the work of state bodies and organizations. Their implementation will not only significantly save time, labor and financial resources, but most importantly, will create additional convenience for citizens, will allow them to receive various services on time and without high costs.
It should be noted that over the past two years, large-scale work has been carried out in terms of creating an integral system for the provision of modern electronic public services, the introduction of new mechanisms of cooperation between the state, entrepreneurs and the population.
In order to develop contactless forms of communication between the state and entrepreneurs, the Unified portal of interactive state services was developed (https://my.gov.uz). At present, more than 200 types of public services are provided to the population in the EPIGU system. Since the beginning of the year, 1.4 million applications have been processed, which is 8.1 percent more than in the same period last year.
In order to establish and accelerate work on requests from entrepreneurs, including foreign investors, to ensure an open and direct dialogue with them, the practical and effective implementation of their rights and to resolve other problematic issues, a Virtual Reception of the Prime Minister was launched to consider requests from entrepreneurs “business.gov. uz".
To reduce time and labor resources when considering draft regulatory legal acts by the relevant ministries, departments, local executive authorities, using an electronic digital signature, as well as conducting a wide public and expert discussion, a Unified electronic system for the development and approval of draft regulatory legal acts was launched "project.gov.uz".
A striking example of establishing effective feedback between the authorities and the population is the Mening fikrim Collective Appeals Portal, which has been operating since April 2018. To date, the portal has received more than 3.8 thousand collective requests, published 26.1 thousand proposals and comments. In the near future - the launch of the mobile application of the web portal "Mening fikrim".
In order to further develop the sphere of e-government, a resolution of the President of the Republic of UzbekistanPP-4699 "On measures for the widespread implementation of the digital economy and e-government" on 28 April 2020 was adopted. According to the document, in the period 2020-2022, within the framework of the development of "Electronic Government", it is planned to implement 104 projects totaling 1.3 trillion soums.
In this regard, the task has been set to accelerate the transition of the most popular public services to electronic form. A list of implemented and improved state services was approved on the Single Portal. As a result of the implementation of the indicated measures, their total number by the end of the year will exceed 230. And what public services were considered as priority and most urgent?
So, by the end of this year, Tashkent has a number of important projects in the healthcare sector: electronic medical records, electronic hospital systems and emergency medical care.
The Unified Register of Social Protection will also be introduced to keep track of social benefits. This, in turn, will increase transparency in this area and more efficiently allocate financial resources.
The introduction of digital technologies - the locomotive of the economy - will also give an additional impetus to the taxation sector. Among the important tasks are the transfer of trade and service facilities to work with online cash registers, the introduction of electronic invoices, as well as labeling of alcohol and tobacco products.
Among the topical areas where there is a need to widely introduce digital services is the transport sector. In this regard, the Ministry of Transport was instructed to introduce an automated payment system in the field of public transport with the introduction of a single electronic ticket for all types of transport. Automation will also affect the area of rail freight.
In the field of agriculture, land accounting and monitoring, space sounding of the soil can be widely used to study the cultivated areas, the vegetation process, the reclamation state of soils and the degree of their mineralization. This, in turn, will increase yields by 25-30 percent.
It is also necessary to strengthen the work on the introduction of an integrated information system "Entrepreneur", designed to receive and process documents for obtaining financial assistance at the expense of the State Fund for the Support of Entrepreneurship, modernization and improvement of the information system "Notary", the creation of the "Portal for the Protection of Industrial Property" and other relevant projects under the above-mentioned regulation.
One of the important tasks of the stable functioning of e-government is the ordering of its main indicators - uniform identifiers, data and classifiers. In accordance with this, a resolution was adopted by the Cabinet of Ministers of the Republic of Uzbekistan "On measures for the further development of the electronic government system, the introduction of the procedure for providing the public with electronic reporting based on the results of their activities"
According to the resolution, it is envisaged to create a Unified Register of Information Systems and Resources of Electronic Government, which will include information systems and resources of ministries, state committees, committees, agencies, departments, local government bodies and business entities with a state share of 50 percent or more. The unified registry will be launched until 1 January 2021.
The launch of the Unified Register will allow keeping records of information systems and resources, databases and software technologies of state bodies and organizations, monitoring the implementation of projects for their development, taking preventive measures and reducing costs for developing duplicate functional tasks of information systems.
All projects within the framework of the "Electronic Government" program aimed at improving the transport sector, of course, are relevant. Their implementation and implementation, in turn, will improve the quality of services for the population and make the life of our citizens more comfortable.
