During the ceremony, the Russian leader noted that relations between Russia and Uzbekistan were based on the principles of strategic partnership and alliance.

President Medvedev stressed that during his state visit to Uzbekistan in January 2009, he had become confident that bilateral relations had great potential and both sides were ready to develop these relations steadily and thoroughly.
