Regulation on public-private partnership in the field of health approved

Tashkent, Uzbekistan (UzDaily.com) – President of Uzbekistan signed a resolution on approving thr regulation on public-private partnership in the field of healthcare.
In accordance with the Regulations, projects of public-private partnership in the field of health are implemented in the following forms:
- design, construction, reconstruction, creation, equipment, modernization, financing, operation and maintenance of public infrastructure in the field of health care;
- provision of goods, performance of works and provision of services in the field of health care.
The selection of a private partner is carried out on the basis of a tender or direct negotiations.
For the preparation of a public-private partnership project, a Public-Private Partnership Concept of a public or private partner project will be developed.
The concept is approved by the following state bodies:
- up to US$1 million - by the Ministry of Health;
-at the amount of US$1 million to US$10 million with the consent of the Agency for the Development of Public-Private Partnerships - by the Ministry of Health;
-at more than 10 million dollars - by the Government.
The public partner (Ministry of Health), which has taken a private initiative, within 30 days makes a decision on the approval or refusal of this private initiative.
With the approval of a private initiative, the public partner places the Concept and a proposal on expressing its interests from other applicants on its website within 5 days.
If, within 45 days, no one bidder expresses interest in the project, according to the agreement, it is prepared without a tender.
If any bidder expresses interest in the implementation of this project, a tender is held in one or two stages, and an agreement is drawn up with the winner of the tender.
The term of the agreement should not be less than three years and exceed 49 years.
Land plots allocated to a private partner, purchased medical and other equipment, as well as facilities built by them as part of public-private partnership projects are transferred to the state partner after the agreement expires.
According to the resolution, in the framework of the implementation of public-private partnership projects, in order to provide state support to investors investing in the health sector, preferential loans are allocated from the Reconstruction and Development Fund.
Concessional lending in the framework of public-private partnership projects in the field of health care is carried out by commercial banks:
- for the purchase of modern imported medical equipment and inventory - in the amount of not more than 20 percent of the total investment made;
- up to 8 years, including a 3-year grace period, with a refinancing bank’s margin of 1.0 percent per annum;
- subject to the investor making private, including foreign, investments in the amount of not less than 80 percent of the total investment made.
By 15 August 2019, tenders for the right to conclude an agreement on public-private partnership will be announced.
